Access to Unpressurized Finished <strong>Water</strong> Storage StructuresUnpressurized finished water storage structures shall be designed andconstructed to allow convenient access to the interior <strong>for</strong> cleaning andmaintenance. <strong>The</strong> number, location, and spacing of hatches and manwaysshall con<strong>for</strong>m to the federal Occupational Safety and Health Administration(OSHA) regulation 29 CFR, Part 1910. Roof or top hatches shall be framed atleast six inches above the surface of the roof or top at the opening, shall befitted with a solid, water tight, hinged cover which overlaps the framedopening and extends down around the frame at least two inches, and shallhave a locking device.7.0.14. Discharge Pipes<strong>The</strong> discharge pipes from all reservoirs shall be located in a manner that willprevent the flow of sediment into the distribution system. Removable siltstops should be provided.7.0.15. Safety Devices at Unpressurized Finished <strong>Water</strong> Storage StructuresUnpressurized tanks and reservoirs shall be equipped with safety devices toallow safe inspection, repairs, maintenance, and painting.a. Ladders, handrails, safety cages and other safety appurtenances shallcon<strong>for</strong>m to the federal OSHA regulation 29 CFR, Part 1910. <strong>The</strong>se safetyappurtenances shall also con<strong>for</strong>m to any applicable local ordinances,codes, or standards that are more restrictive than OSHA standards. Nowire, cable or other device shall be attached to the ladders, handrails orother safety appurtenances in such a manner that will obstruct or impairthe safe use of these devices.b. Ladders, ladder guards, balcony railings, and safely located entrancehatches shall be provided where applicable.c. Railings or handholds shall be provided on elevated tanks where personsmust transfer from the access tube to the water compartment.d. Elevated tanks with riser pipes over eight inches in diameter shall haveprotective bars over the riser opening or a safety handrail around the riseropening inside the tank.e. Warning lights should be provided on standpipes and elevated storagetanks and shall be provided when required by the Federal AviationAdministration (FAA) or local codes.Aug. 29, 2003Page 138
