Special conditions <strong>for</strong> wells drilled into unconsolidated <strong>for</strong>mations.a. If clay or hard pan is encountered above the water bearing <strong>for</strong>mation,the permanent casing and grout shall extend through such materials butshall not extend any less than 20 feet below the original groundelevation.b. If a sand or gravel aquifer is overlaid only by permeable soils, thepermanent casing and grout shall extend to at least 20 feet below theoriginal or final ground elevation, whichever is lower.c. If a temporary or a surface casing is used, it shall be completelywithdrawn as grout is applied. If the temporary or surface casingcannot be withdrawn, the driller must contact the appropriatedepartment regional office <strong>for</strong> approval of a method to finish the well.3.2.5.4. Drilling fluids and additives.Drilling fluids and additives shall:a. Not impart any toxic substances to the water or promote bacterialcontamination;b. Be acceptable to the department;c. Shall be capable of being removed from the drill hole and<strong>for</strong>mation so that they do not retard the capacity of the well; andd. Use water <strong>for</strong> preparation that will not contaminate the aquifer.3.2.5.5. Surface steel casing.Surface steel casing used <strong>for</strong> construction shall be capable of withstandingthe structural load imposed during its installation and removal.3.2.5.6. Permanent steel casing pipe.Permanent steel casing pipe shall:a. Be new pipe meeting AWWA Standard A-100, or ASTM or APIspecifications <strong>for</strong> water well construction;b. Have minimum weights and thickness indicated in Table 3;c. Have additional thickness and weight if minimum thickness is notconsidered sufficient to assure the reasonable life expectancy of awell;d. Be capable of withstanding <strong>for</strong>ces to which it is subjected; ande. Have full circumferential welds or threaded coupling joints.3.2.5.7. Gravel pack material.a. Gravel pack materials shall:1. Be sized based on sieve analysis of the <strong>for</strong>mation and copies ofAug. 29, 2003Page 36
