www.nasuwt.org.uk108Schedule 1: Composition and Rules of the JCC1 Membership1.1 Each teacher union recognised by the LA and having members within the schoolshall have one representative on the teachers’ side.1.2 The management side shall consist of an agreed number (recommended: three) ofmembers of the governing body who themselves are not employees of the school.1.3 In the event of a member being unable to attend a meeting, the body representedby such members will be entitled to appoint a substitute.2 Advisors2.1 Each side, subject to the prior notification of the other side, may be accompaniedby such other persons seen to be appropriate from time to time in an advisorycapacity.2.2 Advisors may speak but not vote.3 VotingEvery effort will be made on the part of the JCC to reach agreement. If voting isnecessary on an issue, it will only be agreed if there is a majority on each side in favour.In the case of the teachers’ side, each representative shall cast that number of votesbeing the membership of his/her union in the school. In the case of the managementside, each representative shall cast one vote. The Chair will not have a second or castingvote.4 AgendaAll items for discussion, together with any supporting documentation, will be notified andcirculated to either side an agreed minimum (recommended: ten) of working days inadvance of the meeting. Additional documentation will only be considered by agreementbetween the parties. There will be no ‘any other business’ (AOB) except in an emergencysituation and by agreement between the parties.5 ChairOption 1. Each side will chair the JCC alternately (either meeting by meeting or annuallyas agreed by the parties). Each side shall elect its own Chair.Option 2. The management side will chair the meetings.6 SecretaryThe Secretary to the Committee will be the headteacher or such other person as theparties jointly agree and shall be responsible for:a) the distribution of the agenda and supporting papers;b) administrative arrangements; andc) preparation of minutes.7 Meetings7.1 Meetings shall be held a minimum of once per term on dates agreed by each side(recommended: a calendar of dates). Committee members will have a minimum often working days’ notice of meetings.7.2 Special meetings shall be called at the request of either side and shall be held withinten working days of the request. Committee members will receive a minimum of fiveworking days’ notice of the meeting.8 MinutesThe minutes will be approved by the Chair of each side prior to them beingforwarded to the governing body.For advice and help ˚ Local Association ˚ Regional Centre ˚ National Executive
