It may benecessary to make representations to the governing body withthe assistance of the Local Association Secretary.By July, the governing body should be in a position to finaliseits accounts for the preceding financial year. Governors of LAschools must submit these accounts, known as Section 52 oroutturn statements, to the LA. The LA is then under anobligation to make the accounts easily available to the public.ACTION POINT: The <strong>NASUWT</strong> Representative should obtain acopy of the statement for analysis.By the beginning of the school year in September, governorswill be looking ahead to the next financial and academic year.They will be considering and possibly amending the schooldevelopment plan. Decisions made at this time (for example,decisions relating to the curriculum) could have profound effectson the security of employment of teachers.ACTION POINT: The <strong>NASUWT</strong> Representative should beinvolved in discussions on any issues that may affect members.As the budget cycle moves into 2014, it will be necessary totake into account changes which may be introduced into theprocess as a result of the operation of the changes introducedfor 2013/14. The <strong>NASUWT</strong> will review this guidance in light ofany decisions the DfE makes for the next funding year.ACTION POINT: If pupil numbers decline significantly, informthe Local Association Secretary.March completes the cycle when, again, the LA will beindicating to the school its likely budget share for the nextfinancial year. <strong>Representatives</strong> should also note that maintainedschools are no longer required to work towards FinancialManagement Standards in Schools (FMSiS), which has beenreplaced by the Schools Financial Value Standard whichLA-maintained schools are required to complete every year.<strong>Representatives</strong> in academies and free schools should note thatfunding is distributed by the EFA in a financial year that operatesfrom September to September. This means that the cycle abovewill differ in respect of the timing of some of the action pointsduring the year. In addition, academies and free schools aregiven considerable freedoms to manage their affairs and willtherefore operate their own timetable of internal details.<strong>Representatives</strong> in academies and free schools should thereforerequest this information from the headteacher, principal orbusiness manager.For advice and help ˚ Local Association ˚ Regional Centre ˚ National Executive
