Phase I reviewed the planning context, theinventory <strong>of</strong> parks and facilities, and an evaluation <strong>of</strong> assets. This phaseincluded a brief demographic pr<strong>of</strong>ile, review <strong>of</strong> land use and developmentpatterns and a synopsis <strong>of</strong> relevant previously completed planning studies.This phase also included introductory workshops with the parkcommission to identify key issues for the <strong>Plan</strong>.Phase II: Where Do We Want to Be? Phase II involved significantoutreach to the community through a series <strong>of</strong> public involvement efforts.Through these forums, community members identified major park andrecreation needs and priorities, as well as a vision for the future. Inaddition to the qualitative community input, the planning teamconducted technical analysis <strong>of</strong> the park system, facilities and trails; aswell as an analysis <strong>of</strong> recreation programs.Phase III: How Do We Get There? Based on the findings <strong>of</strong> the first twophases, the planning team developed recommendations to help thecommunity realize its vision for the parks system. Theserecommendations address parks and facilities, trails, recreation programsand natural areas.Phase IV: Adoption: In Phase IV, the <strong>Park</strong> <strong>System</strong> <strong>Master</strong> <strong>Plan</strong> underwenta public review process, where the plan was presented to staff, parks andrecreation advisory board, residents and the <strong>City</strong> Council for refinementand adoption.4 CHAPTER 1 INTRODUCTION
