TIGARD PARK SYSTEM MASTER PLAN UPDATELINEAR PARKSWhile linear parks are primarily corridors for natural features or trails,providing basic park amenities in linear parks is an opportunity to meetlocal park needs throughout <strong>Tigard</strong>. A standard <strong>of</strong> 1.25 acres/1,000residents is proposed in order to encourage this type <strong>of</strong> development andmake best use <strong>of</strong> limited parkland resources in the <strong>City</strong>. Increases in theuse <strong>of</strong> linear park land will also mitigate the decrease in the neighborhoodpark standards while still providing local access.Commercial <strong>Park</strong>This linear park is primarily used as a pedestrian route betweenCommercial Street and Center Street. The existing site is located onOregon Department <strong>of</strong> Transportation right-<strong>of</strong>-way and is not a securesite for major capital investment, due to potential expansion <strong>of</strong> Highway99 that could use this property. The <strong>City</strong> should actively pursueexpanding this park or augmenting it with a nearby site with enoughacreage to provide local park amenities to the adjacent neighborhood.Maintain pedestrian connection route; andProvide local park amenities for neighborhood immediately north<strong>of</strong> this site, either on an expansion <strong>of</strong> this site or an additional site.Englewood <strong>Park</strong>Englewood is a walker's park with a variety <strong>of</strong> interesting things to seeand do for visitors who traverse the trails. The park is split into an eastand west segment, but each can be accessed by a short walk on IronwoodLoop. In addition to the trail, there are three playgrounds and a basketballhoop. Recommendations for this park include:Monitor adjacent properties for expansion opportunities;Connect the internal trail system. If the open space between parksegments cannot be acquired, an on-street trail should be used tolink the park segments;Monitor the creekside property in this area in addition to the park;Address flooding issues that limit trail usability by upgrading theFanno Creek trail crossing (T1) to an overcrossing <strong>of</strong> Scholls FerryRoad; andConsider adding a restroom to the park, oriented to serve park andtrail users.Fanno Creek <strong>Park</strong> (P8)62 CHAPTER 6 IMPLEMENTATION
