TIGARD PARK SYSTEM MASTER PLAN UPDATEbicycling and pedestrian facilities. This program will expire in September2009.Transportation Enhancement ProgramThis program provides federal highway funds for projects that strengthenthe cultural, aesthetic, or environmental value <strong>of</strong> the transportationsystem. The intent <strong>of</strong> the program is to fund special or additional activitiesnot normally required on a highway or transportation project. Funds areavailable for twelve "transportation enhancement activities", includingpedestrian and bicycle projects. Transportation Enhancement or "TE"projects are selected through a competitive process. The funds areprovided through reimbursement, not grants. Participation requiresmatching funds from the project sponsor, at a minimum <strong>of</strong> 10.27%.Applications are accepted only from public agencies. All projects musthave a direct relationship to surface transportation.Urban Forestry GrantsThere are several grant programs that provide money for urban forestryprojects. One is funded by the U.S. Small Business Administration andprovides grants to purchase and plant trees. This program sometimesfunds urban street tree planting programs.TRUSTS, ESTATES AND EXCHANGESLand TrustsPrivate land trusts such as the Trust for Public Land and the NatureConservancy employ various methods, including conservation easements,to work with willing owners to conserve important resource land. Landtrusts assist public agencies in various ways. For example, land trusts mayacquire and hold land for eventual acquisition by the public agency.National Tree TrustNational Tree Trust provides trees through two programs: America’sTreeways and Community Tree <strong>Plan</strong>ting. These programs require thatvolunteers plant trees on public lands. In addition, America’s Treewaysrequires that a minimum <strong>of</strong> 100 seedlings be planted along publichighways.Lifetime EstatesThis is an agreement between a landowner and the city that gives theowner the right to live on the site after it is sold to the city.D-10 FUNDING SOURCES
