TIGARD PARK SYSTEM MASTER PLAN UPDATEproject funding, the project must be within two miles <strong>of</strong> an affectedschool.Oregon Watershed Enhancement BoardThe Oregon Watershed Enhancement Board (OWEB) is a state agency ledby a policy oversight board. Together, they promote and fund voluntaryactions that strive to enhance Oregon's watersheds. The Board fosters thecollaboration <strong>of</strong> citizens, agencies, and local interests. OWEB's programssupport Oregon's efforts to restore salmon runs, improve water quality,and strengthen ecosystems that are critical to healthy watersheds andsustainable communities. OWEB administers a grant program that awardsmore than $20 million annually to support voluntary efforts byOregonians seeking to create and maintain healthy watersheds.Recreation Trails ProgramThis is a grant program funded through the Oregon <strong>Park</strong>s and RecreationDepartment. Projects eligible under this program include: 1) maintenanceand restoration <strong>of</strong> existing trails; 2) development and rehabilitation <strong>of</strong>trailhead facilities; 3) construction <strong>of</strong> new recreation trails; and 4)acquisition <strong>of</strong> easements and fee simple title to property. Grants aredistributed on an annual basis and require a 20% match.Pedestrian and Bicycle Grant ProgramThis program provides funding for the design and construction <strong>of</strong>pedestrian and bicycle facilities. The program lists pedestrian/bicyclebridges as an example <strong>of</strong> project type, eligible for project funding. Projectproposals must meet ODOT guidelines. ODOT staff then determineswhether the project should be advanced for final review by the OregonBicycle and Pedestrian Advisory Committee. Grant opportunities areavailable on an annual basis and require a 5% match from the <strong>City</strong>.Rivers, Trails and Conservation Assistance ProgramAlso known as the Rivers & Trails Program or RTCA, this grant isadministered by the National <strong>Park</strong> Service and federal governmentagencies so they can conserve rivers, preserve open space and developtrails and greenways. The RTCA program implements the naturalresource conversation and outdoor recreation mission <strong>of</strong> the National<strong>Park</strong> Service in communities across America.Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacyfor Users (SAFETEA-LU)Enacted in 2005, SAFETEA-LU allocated almost $290 billion forinfrastructure to maintain transportation infrastructure, includingFUNDING SOURCES D - 9
