TIGARD PARK SYSTEM MASTER PLAN UPDATEFanno Creek <strong>Park</strong> is the centerpiece <strong>of</strong> <strong>Tigard</strong>’s downtown redevelopmentand revitalization. The park is in the process <strong>of</strong> being expanded inmultiple directions, toward downtown with the upland park and plazaprojects and south along the creek past the library. The upland park andplaza area will feature developed gathering and play areas to beimplemented along with major redevelopment projects. The floodplainarea is a grassy, wooded wetland that provides habitat for a variety <strong>of</strong>wildlife. The Fanno Creek <strong>Park</strong> Extension will be developed as a "naturalenvironment" park with open spaces, wetlands, flora and fauna, andlimited bridges, boardwalks and s<strong>of</strong>t trails. The new library is locatedhere, as well as a large, meadow field where public gatherings and eventscan take place. Recommendations for this park include:Upland <strong>Park</strong> and Plaza – Continue to follow the recommended“catalyst project” in the Downtown Improvement <strong>Plan</strong> to recognizeand improve a central open space resource and gathering placeadjacent to Fanno Creek, supporting a range <strong>of</strong> passive and activeopen space and public uses, including a farmers market. Theprojects and phasing <strong>of</strong> implementation are described in the FannoCreek <strong>Park</strong> & Plaza <strong>Master</strong> <strong>Plan</strong>;Lower <strong>Park</strong> – In addition to the trail and restoration improvementsin the site master plan, the <strong>City</strong> should consider adding additionallocal park amenities (play area, picnic site) to serve the areasoutheast <strong>of</strong> Highway 99 and north <strong>of</strong> McDonald. Consider anature themed play area in this area. Potential locations include inthe entrances to the park at Ash Street or adjacent to the SeniorCenter;<strong>Park</strong> Gateway – The master plan also calls for an improved parkgateway with a cantilevered deck and a pathway into the park; andFanno Creek House – Also known as the Schaltz House, this <strong>City</strong>property is a two-story, 1930s house with a garage. This site shouldbe developed for public gathering space and gardens. It isanticipated this facility could accommodate up to 40 people andshould be developed to serve for event rentals as well as classes andmeetings.Proposed Senn <strong>Park</strong> (P1)The <strong>City</strong> is currently designing local park amenities for 0.2 acres <strong>of</strong> thisproperty. This site will provide park access for the local area includingtrails in the remaining 4.5 acres <strong>of</strong> open space in this site. When complete,CHAPTER 6 RECOMMENDATIONS 63
