TIGARD PARK SYSTEM MASTER PLAN UPDATESummary <strong>of</strong> NeedThe 1999 plan did not adopt a standard. A standard is proposed dueto the opportunities in meeting recreation needs for residents andto mitigate the decrease in the neighborhood park standards.If 1.25 for Linear <strong>Park</strong>s and 2.5 for neighborhood parks iscombined, a total <strong>of</strong> 3.75 acres <strong>of</strong> parkland is designated to meetresidents’ local park needs in <strong>Tigard</strong> neighborhoods. This is actuallymore local park emphasis than the 1999 plan.Not all linear park corridors are appropriate for furtherdevelopment. Site conditions and local need should be considered.In order to substitute for a neighborhood park, linear parks shouldinclude all <strong>of</strong> the essential local park amenities.OPEN SPACEStandards Analysis<strong>Tigard</strong> has 55 public open space sites containing a total <strong>of</strong> 197.15 acres.This results in a current LOS <strong>of</strong> 4.22 acres/1,000 residents. This is belowthe standard proposed in the 1999 <strong>Master</strong> <strong>Plan</strong> <strong>of</strong> 5.0 acres/1,000. To meetthis standard, <strong>Tigard</strong> needs an additional 36.42 acres <strong>of</strong> open space land.Looking forward to the 2028 planning horizon, using the 1999 <strong>Park</strong><strong>System</strong> <strong>Master</strong> plan recommendation, the <strong>City</strong> would need to provide anadditional 118.06 acres <strong>of</strong> public open space.Summary <strong>of</strong> Need The 1999 adopted standard for open space was based on a largerplanning area, including much more potential open space land. Inthe intervening 10 years, <strong>Tigard</strong> has emphasized open spaceacquisition with the help <strong>of</strong> Metro. As the community builds out itscurrent growth area, this pace <strong>of</strong> land acquisition is not sustainabledue to the limits <strong>of</strong> remaining land.Additional consideration for reducing the standard is based onpotentially reclassifying some open space property. Open space sitescould have basic park amenities added to serve local residents.Currently, several open space sites are located in areas that are notserved by neighborhood or linear parks. The identified open spacearound the Senn property, <strong>Tigard</strong> House and the linear open spacearound the Pathfinder and Genesis trail systems total about 23 acres36 CHAPTER 4 NEEDS ANALYSIS
