TIGARD PARK SYSTEM MASTER PLAN UPDATERECREATION FACILITY NEEDSIn addition to open land, the facilities that support play, learning andexercise are a critical part <strong>of</strong> the overall park system. The analysis <strong>of</strong>facility needs is first based on the LOS as it relates to the adoptedstandard. Taking into consideration the comments from the publicoutreach and national and regional trends, the discussion providessuggested actions to take.NATIONAL AND REGIONAL TRENDSNational and regional data on sports and recreation trends can beconsidered to determine if the demand for particular types <strong>of</strong> activities isexpected to increase, decrease or remain the same. Some <strong>of</strong> these trendsare noted here.According to 2007 participation data collected by the NationalSporting Goods Association (NSGA), the top three recreationactivities with the greatest number <strong>of</strong> participants are exercisewalking, swimming and exercising with equipment.NSGA data indicates that six <strong>of</strong> the top 10 recreation activitiesnationwide are fitness activities, including exercise walking (1),exercising with equipment (2), swimming (3), bicycle riding (6),working out at a club (8) and weight lifting (9).Nationally, sports participation is changing. Participation infootball, baseball, soccer, s<strong>of</strong>tball and basketball all decreased inone year. Soccer is the highest-ranked sport in terms <strong>of</strong>participation. According to 2007 NSGA participation data, four <strong>of</strong> the top 15activities are trail-related: exercise walking (1), bicycle riding (6),running/jogging (11) and hiking (14).Regionally, participation in sports seems to be increasing. SCORPdata indicates that for Regions 2 & 3 in Oregon, which includes<strong>Tigard</strong>, participation in each <strong>of</strong> the following sports has increasedbetween 1987 and 2002: football/rugby, baseball, soccer, outdoorbasketball and s<strong>of</strong>tball.38 CHAPTER 4 NEEDS ANALYSIS
