o To ensure objectivity, this needs analysis should be conducted byan organization or <strong>in</strong>dividuals without vested <strong>in</strong>terests <strong>in</strong> specificcommunities or <strong>treatment</strong>-related organizations.• The allocation of <strong>in</strong>creased fund<strong>in</strong>g for <strong>the</strong> provision of <strong>substance</strong> <strong>abuse</strong><strong>treatment</strong> services should be cont<strong>in</strong>gent on <strong>the</strong> follow<strong>in</strong>g:o A percentage of <strong>the</strong> fund<strong>in</strong>g should be ear-marked for free beds or<strong>treatment</strong> slots for <strong>in</strong>digent clientso Fund<strong>in</strong>g should only be allocated <strong>to</strong> facilities/organizations thatcomply with state regulations regard<strong>in</strong>g <strong>substance</strong> <strong>abuse</strong> <strong>treatment</strong>facilities (see below), <strong>in</strong>clud<strong>in</strong>g m<strong>in</strong>imum norms and standards for<strong>treatment</strong> services.o Fund<strong>in</strong>g should only be allocated <strong>to</strong> facilities/organizations thatemploy appropriately qualified staffo Fund<strong>in</strong>g allocation should be guided by <strong>the</strong> extent <strong>to</strong> which<strong>treatment</strong> facilities use evidence-based <strong>treatment</strong> models and<strong>treatment</strong> outcomes• Increased fund<strong>in</strong>g also needs <strong>to</strong> be allocated <strong>to</strong> capacity development<strong>in</strong>itiatives for CBOs and o<strong>the</strong>r <strong>treatment</strong> service providers who areunregistered and/or employ unqualified “addiction counsellors”, and/or donot yet meet current standards govern<strong>in</strong>g <strong>treatment</strong> service provision.Fund<strong>in</strong>g for capacity development <strong>in</strong>itiatives should be cont<strong>in</strong>gent on <strong>the</strong>follow<strong>in</strong>g:o Capacity-development activities should only be provided by suitablyqualified <strong>in</strong>dividualso All tra<strong>in</strong><strong>in</strong>g courses should by accredited with <strong>the</strong> HealthProfessions Council and provide attendees with cont<strong>in</strong>uousprofessional development po<strong>in</strong>tso Tra<strong>in</strong><strong>in</strong>g courses should also be accredited with SAQA132
