This lack of leadership entrenches community resistance <strong>to</strong> government<strong>in</strong>terventions by perpetuat<strong>in</strong>g community beliefs that <strong>the</strong> state is not heldaccountable for service delivery outcomes:“The lack of (government) leadership and <strong>the</strong> <strong>in</strong>ability <strong>to</strong> implement effective<strong>in</strong>terventions <strong>in</strong> communities has actually made <strong>the</strong> community quite resistant.It's made <strong>the</strong>m resistant and very angry. It's made <strong>the</strong>m resistant <strong>to</strong> effective<strong>treatment</strong>, because it's com<strong>in</strong>g from outside <strong>the</strong> community.” [LDAC]“At <strong>the</strong> end of <strong>the</strong> day, what is really needed is a person or a s<strong>in</strong>gle person ordepartment, where <strong>the</strong> buck s<strong>to</strong>ps. Yes, somebody needs <strong>to</strong> be accountable,because it is public money; it is fund<strong>in</strong>g that is <strong>in</strong>volved.” [TSP]5.1.1.5. Ideologies & political agendas at <strong>the</strong> cost of community needsGovernment’s responses <strong>to</strong> <strong>substance</strong>-related issues are also hampered bypolitical agendas; which sometimes take precedence over community needs.This is reflected <strong>in</strong> government’s tendency <strong>to</strong> seek “quick fixes” ra<strong>the</strong>r than“susta<strong>in</strong>able solutions” <strong>to</strong> <strong>substance</strong> <strong>abuse</strong> problems <strong>in</strong> HDCs:“Peoples frustration is just, if you look at <strong>the</strong> past 2 years, <strong>the</strong> amount of moneythat went from <strong>the</strong> various departments <strong>to</strong> tra<strong>in</strong><strong>in</strong>g people without any properfollow up plan, or <strong>to</strong> make th<strong>in</strong>gs susta<strong>in</strong>able…. And sometimes, I feel <strong>the</strong>department is very short sighted and <strong>the</strong>y try and look at quick fixes and <strong>the</strong>re isno way you can do that <strong>in</strong> this field.” [TSP]“If you th<strong>in</strong>k <strong>in</strong> terms of community development, <strong>in</strong> one area that was identified,<strong>the</strong>y want us <strong>to</strong> change <strong>the</strong> community with<strong>in</strong> 6 months and we said no… it isnoth<strong>in</strong>g <strong>to</strong> have all those projects <strong>in</strong> place and it can be completed with<strong>in</strong> 6months, but <strong>the</strong>re is no susta<strong>in</strong>ability. So <strong>the</strong>y don't have a susta<strong>in</strong>able plan <strong>in</strong>place and that is why <strong>the</strong> impact is lack<strong>in</strong>g.” [TSP]These political agendas are also reflected <strong>in</strong> (i) reports that <strong>the</strong> governmentplaces more importance on “be<strong>in</strong>g seen <strong>to</strong> be act<strong>in</strong>g <strong>in</strong> communities’ best<strong>in</strong>terests” <strong>in</strong>stead of service outcomes and (ii) claims that <strong>the</strong> government onlytakes swift action when it is politically opportune <strong>to</strong> do so. These politicalpositions tend <strong>to</strong> <strong>in</strong>crease community resistance <strong>to</strong> external <strong>in</strong>terventions:81
