However, state mental healthservices are often unwill<strong>in</strong>g or unable <strong>to</strong> treat drug-<strong>in</strong>duced psychiatric problems.Clients thus fall through <strong>the</strong> cracks of <strong>the</strong> health system, with nei<strong>the</strong>r mentalhealth nor <strong>substance</strong> <strong>abuse</strong> services accept<strong>in</strong>g responsibility for clients with cooccurr<strong>in</strong>gdisorders:“I have this guy now; he's a psychiatric patient of ten years at X communityhealth care. So his family brought him, and I'm wait<strong>in</strong>g for …<strong>treatment</strong> centre <strong>to</strong>let him be admitted. But at one stage he got so berserk man, he did strangeth<strong>in</strong>gs. And I thought <strong>to</strong> myself, no man, he was a psychiatric patient and he's stillgett<strong>in</strong>g medication. So I phoned <strong>the</strong> psychiatric nurse and she said <strong>the</strong> personcan come <strong>in</strong> for assessment. But <strong>the</strong>y sent that person back home and said no<strong>the</strong>re's noth<strong>in</strong>g wrong. I'm so conv<strong>in</strong>ced <strong>the</strong>re is someth<strong>in</strong>g wrong… The whole of<strong>the</strong> <strong>in</strong>terview he was like fiddl<strong>in</strong>g and star<strong>in</strong>g and gnash<strong>in</strong>g on his teeth, and Ithought no this man needs some psychiatric <strong>in</strong>tervention. But <strong>the</strong>y just say it's nota psychiatric case, it's because of <strong>the</strong> alcohol. They say its withdrawalsymp<strong>to</strong>ms...and you can see <strong>the</strong>re's someth<strong>in</strong>g wrong with this person but from<strong>the</strong>ir perspective <strong>the</strong>re's noth<strong>in</strong>g wrong.” [SAC]The state’s allocation of personnel and f<strong>in</strong>ancial resources <strong>to</strong> <strong>the</strong> health andsocial welfare sec<strong>to</strong>rs also h<strong>in</strong>ders access <strong>to</strong> <strong>substance</strong> <strong>abuse</strong> <strong>treatment</strong><strong>in</strong>directly by shap<strong>in</strong>g <strong>the</strong> way <strong>in</strong> which <strong>the</strong> <strong>substance</strong> <strong>abuse</strong> <strong>treatment</strong> system isorganised.
