Thelinguistic measurement aims to capture t h e participatory levels i nimplementation of the proposed alternatives.II. 1. 4 Risk analysisThe risk analysis process requires planners to recognize <strong>and</strong> communicate thedegree of uncertainty in each planning variable. The sharing of uncertaintyinformation across a multidisciplinary planning team facilitates the identification ofkey variables affecting achievement of the planning objectives. The identification <strong>and</strong>inclusion of stakeholders further strengthens the knowledge base [7].This process elevates risk management decisions from the sole province of thetechnical expert to the planning team <strong>and</strong> decision-makers.Although the planning process is described in six distinct steps, in practice, thesesteps are iterative <strong>and</strong> often carried out simultaneously; the planning process is notlinear. Planners <strong>and</strong> analysts work back <strong>and</strong> forth through the six steps until acomprehensive picture develops, which is communicated using the six steps as thereporting outline.Risk analysis within this context has the same character. The approach forincorporating risk analysis into the project planning process provides directionintended to help the planner:• Identify the levels of uncertainty that are acceptable, at the start of the planningprocess.• Use conceptual <strong>and</strong> numerical models to communicate the planning team’sunderst<strong>and</strong>ing of the ecosystem to others, <strong>and</strong> reduce the risk of mis-specifyingthe system.• Consider the uncertainty associated with the variables chosen to measure projecteffects.• Use alternative designs to manage identified uncertainty.• Use risk information to eliminate alternatives with unacceptable risk fromconsideration.50
