inspection at any official establishment when it would be inconflict with any existing quarantine authority residing withinthe Department.(b) All exotic livestock offered for slaughter in an officialestablishment shall be examined and inspected on the day of andprior to slaughter by an authorized inspection employee.(c) The antemortem inspection shall be made in pens on thepremises of the establishment at which the exotic livestock areoffered for slaughter before they shall be allowed to enter intoany department of the establishment where they are to beslaughtered or dressed or in which edible products are handled.When the holding pens of an official establishment are located ina public stockyard and are reserved for the exclusive use of theestablishment, the pens shall be regarded as part of the premisesof that establishment and the operator of the establishment shallbe responsible for compliance with all requirements of the rulesin this <strong>Subchapter</strong> with respect to the pens.35:37-<strong>11</strong>-<strong>37.</strong> Antemortem field inspection at mobile slaughteringestablishments(a) No exotic livestock will be offered for antemorteminspection at any official mobile slaughtering establishment whenit would be in conflict with any existing quarantine authorityresiding within the Department.(b) Antemortem field inspection of exotic livestock offered forslaughter at official mobile slaughtering establishments shall beperformed on the day of and immediately prior to slaughter by anauthorized inspection employee.(c) The antemortem inspection shall be performed in a thoroughmanner prescribed by the Director but without unnecessary delay,to enable the shooter to quickly and humanely dispatch theanimal. Furthermore, the antemortem inspection shall be performedat a distance close enough for the inspector to properlyascertain the overall soundness and acceptability of the animal.(d) The Director may refuse to render field antemorteminspection service whenever the director believes a highincidence of disease exists in a group of exotic livestockoffered for slaughter.35:37-<strong>11</strong>-38. <strong>Exotic</strong> livestock suspected of being diseased oraffected with certain conditions; identifying suspects and thedisposition of suspects(a) Any exotic livestock that on antemortem inspection does notclearly show, but is suspected of being affected with any diseaseor conditions that may cause condemnation of the carcass onpostmortem inspection, and any exotic livestock that show onantemortem inspection any disease or condition that would causecondemnation of only part of the carcass on postmorteminspection, shall be handled as to retain its identity as a
