This service is used between MSC and VLR (B-interface) to request a handover number.
The MAP_ALLOCATE_HANDOVER_NUMBER service is a confirmed service using the primitives from
table 6.4/6.

6.4.7 MAP_SEND_HANDOVER_REPORT service
6.4.7.1 Definition
This service is used between VLR and MSC-B (B-interface) to transfer the handover number to be
forwarded to and used by MSC-A.
The MAP_SEND_HANDOVER_REPORT service is a confirmed service using the primitives from
table 6.4/7.
