Japan<br />

While Duterte was on an official visit <strong>to</strong> Japan in Oc<strong>to</strong>ber 2016, Japanese Prime Minister<br />

Shinzo Abe made no public reference <strong>to</strong> the “war on drugs” and its rising death <strong>to</strong>ll. 339 This<br />

was despite the leverage afforded Japan from the visit, which brought in $1.8 billion in<br />

investment pledges from Japanese companies from 12 investment agreements. 340 Toyota<br />

Mo<strong>to</strong>r Corp. and Mitsubishi have reportedly pledged <strong>to</strong> build subcompacts in the<br />

Philippines, and Japanese company Marubeni made a “verbal commitment” <strong>to</strong> a $17.2<br />

billion investment for infrastructure. 341<br />

During his January 12-13, 2017 state visit <strong>to</strong> the Philippines, Abe announced a five-year<br />

US$800 million Japanese government Overseas Development Assistance (ODA) package <strong>to</strong><br />

“promote economic and infrastructure development.” 342 Abe also promised unspecified<br />

financial support for drug rehabilitation projects in the Philippines. 343 While in Manila, Abe<br />

stated that, “On countering illegal drugs, we want <strong>to</strong> work <strong>to</strong>gether with the Philippines<br />

through relevant measures of support,” without elaborating. 344<br />

On February 10, 2017, Japanese Vice-Minister for International Affairs Ro Manabe publicly<br />

expressed support for the Philippines’ chairmanship of the Association of Southeast Asian<br />
