entrance <strong>to</strong> the alley, and the house is located at the end of the alley. So<br />

the civilian-dressed ones just drove their mo<strong>to</strong>rcycle away, right past the<br />

uniformed police at the entrance <strong>to</strong> the alley. 157<br />

The police report on the incident acknowledged that police carried out the shooting,<br />

identifying the chief of the Station Anti-Illegal Drugs (SAID) Special Operations Task Force<br />

(SOTU), Leandro Gutierrez, SAID SOTU officer Juan Carlos Cadelario, Chief Intelligence<br />

Officer Edward Samonte, and Police Community Precinct (PCP) commander Fernando Reyes<br />

as responsible for the “buy-bust” operation. 158<br />

The police spot report concluded the death was a result of a buy-bust operation against “a<br />

no<strong>to</strong>rious drug pusher.” In language that is similar <strong>to</strong> countless such reports:<br />

[Officer] Juan Carlos Candelario acted as poseur buyer after handing over<br />

the 200 [pesos] marked money in exchange for one transparent plastic<br />

sachet of shabu. However during their transaction the suspect sensed that<br />

the person he was transacting with was an undercover cover police officer<br />

wherein he immediately drew his .38 [caliber] revolver and fired twice at<br />

[officer] Juan Carlos luckily missing said officer was not hit. Sensing his life<br />

was in imminent danger, [officer] Carlos fired back at the suspect thus<br />

resulting in four (4) gunshots wound on the trunk of suspect and died on<br />

the spot. 159<br />

The police spot report said that the police recovered a .38 caliber revolver, two marked 100<br />

peso bills used as “bust money,” and three packets of shabu from the body. Although the<br />

police report itself says the suspect suffered four gunshot wounds, only three 9mm and<br />

two .38 caliber rounds were recovered by police investiga<strong>to</strong>rs. 160<br />
