If I became president, you all should hide. That 1,000 [killed in Davao City],<br />

it will reach 50,000. I would kill all of you who make the lives of Filipinos<br />

miserable. I will definitely kill you. I will win because of the breakdown in<br />

law and order. I do not want <strong>to</strong> commit this crime. But if by chance per<br />

chance God will place me there, stay on guard because that 1,000 [killed in<br />

Davao City] will become 100,000. You will see the fish in Manila Bay<br />

becoming fat. That is where I will dump you. 289<br />

Duterte’s outspoken vow <strong>to</strong> embark on a nationwide killing campaign against drug dealers<br />

and drug users was the foundation of his presidential elec<strong>to</strong>ral platform. For example,<br />

during a campaign rally on March 15, 2016 in the northern city of Lingayen, Duterte stated:<br />

“When I become president, I will order the police <strong>to</strong> find those people [dealing or using<br />

drugs] and kill them. The funeral parlors will be packed.” 290 On April 26, addressing<br />

business leaders at Manila’s Makati Business Club, Duterte repeated his pledge: “It is<br />

going <strong>to</strong> be bloody. I will use the military and the police <strong>to</strong> go out and arrest them, hunt for<br />

them. And if they offer a violent resistance, and thereby placing the lives of the law<br />

enforcers and the military whom I would task for a job <strong>to</strong> do, I will simply say, ‘Kill them all<br />

and end the problem.’” 291 On May 7, the final day of campaigning for the presidential<br />

elections, Duterte made it clear that his threats were <strong>to</strong> be taken literally: “All of you who<br />

are in<strong>to</strong> drugs, you sons of bitches, I will really kill you. I have no patience. I have no<br />

middle ground.” 292<br />

Following his election as president, Duterte continued <strong>to</strong> state unequivocally that his antidrug<br />

campaign would focus on killing drug dealers and users. Speaking in Davao City on<br />
