At about 7:45 p.m., a barangay watchman came <strong>to</strong> inform Jana’s relatives, who lived<br />
nearby, that Jana had been shot dead by the police while “fighting back.” 204 The relatives<br />
rushed <strong>to</strong> the scene, but were prevented by the police from entering Jana’s room.<br />
According <strong>to</strong> a relative:<br />
The police said [Jana] had a gun, and tried <strong>to</strong> shoot at them, with a .38<br />
caliber revolver. But this is not true, [Jana] doesn’t even know how <strong>to</strong> use a<br />
gun. …I don’t believe [Jana] fought back. 205<br />
Human Rights Watch was unable <strong>to</strong> obtain any police reports related <strong>to</strong> the<br />
circumstances of Jury Jana’s death. However, a media report on the killing specified that<br />
“drug suspect Jury Jana was killed after he allegedly fired at anti-narcotics operatives<br />
during a sting [operation].” 206<br />
Benjamin Visda, Oc<strong>to</strong>ber 4<br />
Barangay 70, Tondo, Manila<br />
Benjamin Visda, 43, was an unemployed father of two who according <strong>to</strong> his relatives was a<br />
drug user who lived with one of his siblings as he was unable <strong>to</strong> support himself. Following<br />
Duterte’s inauguration, barangay officials warned Visda <strong>to</strong> surrender, as his name was on<br />
the barangay’s list of known drug users. 207 Visda’s relatives <strong>to</strong>ld Human Rights Watch that<br />
he went <strong>to</strong> surrender at the local barangay office in July, during a large “surrender<br />
ceremony” also involving other drug users and dealers. According <strong>to</strong> his relatives, Visda<br />
s<strong>to</strong>pped using drugs following his surrender, out of fear that he might be killed, as several<br />
others who surrendered <strong>to</strong>gether with him were later killed. 208<br />
