Recommendations<br />
To the President of the Philippines<br />
• Immediately take all necessary steps <strong>to</strong> end extrajudicial executions in the antidrug<br />
campaign;<br />
• Publicly denounce extrajudicial killings and other abuses in the anti-drug<br />
campaign, and press for the investigation and appropriate prosecution of<br />
government officials at all levels and government agents implicated in<br />
such abuses;<br />
• Rescind the order <strong>to</strong> deploy Armed Forces of the Philippines personnel in “antidrug”<br />
operations;<br />
• Cease public statements that instigate or incite state security forces and the<br />
general public <strong>to</strong> commit unlawful killings and other abuses against suspected<br />
drug dealers and users;<br />
• Direct the Office of the Ombudsman and the National Bureau of Investigation <strong>to</strong><br />
conduct impartial inquiries and report promptly and publicly on the involvement of<br />
the Philippine National Police, including SOCO and SAID-SOTU units, and local<br />
officials in unlawful killings and other abuses against criminal suspects;<br />
• Direct the Commission on Audit or other appropriate agency <strong>to</strong> investigate<br />
possible misuse of government funds for the anti-drug campaign and take<br />
appropriate action;<br />
• Permit without interference or restrictions the visit of the UN special rapporteur on<br />
extrajudicial executions and other UN experts <strong>to</strong> investigate alleged unlawful<br />
killings and other abuses in the anti-drug campaign.<br />
To the Philippine Congress<br />
• Conduct public hearings in<strong>to</strong> allegations of extrajudicial killings by the police and<br />
other government officials in the anti-drug campaign;<br />
