Heart de Chavez, a 26-year-old transgender woman, worked previously as a<br />

beautician but had resorted <strong>to</strong> small-scale drug dealing <strong>to</strong> help feed her family. 239<br />

Despite her relatives’ repeated pleading <strong>to</strong> s<strong>to</strong>p selling drugs, de Chavez continued<br />

<strong>to</strong> carry out small deals, telling her mother, “this is just <strong>to</strong> buy food.” 240 A barangay<br />

official said that de Chavez was listed on the barangay’s drug watch list. 241<br />

On January 7, 2017, a police officer detained de Chavez after she left the house of<br />

one of her transgender friends. While no drugs were found on her, the police officer<br />

found incriminating messages on her mobile phone that appeared <strong>to</strong> refer <strong>to</strong> drug<br />

dealing. 242 The police demanded a 50,000 pesos (US$100) bribe from the family <strong>to</strong><br />

release de Chavez. The family said they did not have that much money, so police<br />

agreed <strong>to</strong> release her for a 10,000 pesos ($20) bribe: “We didn’t get any receipt or<br />

sign any documents,” a relative said. 243<br />

Three days later, on January 10 at about 10 p.m., de Chavez came home for the evening. At<br />

about 11:30 p.m., seven masked armed men in civilian clothes broke through the door, and<br />

grabbed de Chavez. A relative said that de Chavez was begging them not <strong>to</strong> hurt her: “I will<br />

not fight back.” The gunmen pointed their guns at her relatives as they <strong>to</strong>ok her outside.<br />

Seven gunmen <strong>to</strong>ok de Chavez 50 meters down the alley. A witness <strong>to</strong>ld Human Rights Watch<br />

that evening that “the gunmen asked everyone <strong>to</strong> leave the scene before shooting [de<br />

Chavez].” 244 They shot de Chavez in the chest and face, then immediately left the scene.<br />
