Ahead of Duterte’s state visit <strong>to</strong> China in mid-Oc<strong>to</strong>ber, Chinese foreign ministry spokesman<br />

Geng Shuang reiterated China’s support, saying “We understand and support the<br />

Philippines’ policies <strong>to</strong> combat drugs under the leadership of President Duterte.” 348<br />

While in China, Duterte expressed his appreciation for China’s unconditional support for<br />

his “war on drugs,” contrasting China’s support with the criticism from the US and EU:<br />

China is the only country <strong>to</strong> come out freely and [with] a firm statement that<br />

they are supporting the fight against drugs in my country. The other<br />

countries, United States, EU, instead of helping us—they know we are short<br />

of money, that we are a poor country—all they had <strong>to</strong> do was just <strong>to</strong><br />

criticize. China never criticized. 349<br />

During the visit, Duterte claimed <strong>to</strong> have secured US$24 billion of deals with China for<br />

infrastructure development, loan facilities for businesses, <strong>to</strong>urism, development projects,<br />

and industrial projects. 350 He even announced that he was abandoning the Philippines’ 70-<br />

year alliance with the United States in favor of closer ties with China and Russia:<br />

I announce my separation from the United States, both in military—maybe<br />

not social, but military and economic ties. … I am separated from them and<br />

will be dependent on [China] for a long time. … America has lost me. I have<br />

realigned myself in your ideological flow. And maybe I will also go <strong>to</strong> Russia<br />

<strong>to</strong> talk <strong>to</strong> Putin and tell him that there are three of us against the world:<br />

China, Philippines, and Russia. It is the only way. 351<br />
