There is a big enclosure there, and behind it you can stand on a water tank<br />
and see the scene. There, I saw the suspect sprawled without a gun. Then<br />
when the policeman saw us, we were asked <strong>to</strong> leave because we were taking<br />
pictures.… There was no gun yet when we <strong>to</strong>ok pictures. When we returned,<br />
we saw that a gun appeared at the scene [next <strong>to</strong> the body]. Then we started<br />
<strong>to</strong> think, that this is not really what happened. Why did they do that? 251<br />
Based on what he saw, the witness concluded that both the initial three shots and the final<br />
four shots were carried out by the police while the suspect was being beaten: “With the<br />
seven shots, it seems that three were used as planted evidence for the gun <strong>to</strong> be left with<br />
the suspect. The other four were used <strong>to</strong> make sure he was dead.” 252<br />
A second witness, interviewed separately by Human Rights Watch, gave a similar account<br />
of the incident, saying he watched from a nearby window as the victim was beaten against<br />
a tree, and then shot dead:<br />
He was punched on the lips.… He was still alive after the first three shots.<br />
Then the four shots that followed, all of those hit him. We could see the gun<br />
flashes when it fired. 253<br />
The second witness also confirmed having seen the body first without a gun next <strong>to</strong> it, and<br />
then later seeing the body with a gun next <strong>to</strong> it after a group of policemen arrived at the<br />
scene and s<strong>to</strong>od around the body for a while: “When the police weren’t there yet, we<br />
captured the moment when there was no gun yet [next <strong>to</strong> the body]. … I was shocked. What<br />
they did is really not right, it wasn’t fair. The police will claim he fought back even if he<br />
didn’t. They deliberately killed him.” 254<br />
