In support of implementation, recommendations including the development of regulations that<br />

indicate to whom energy audits should be submitted and according to which procedure, penalties for<br />

not following for such procedures, as well as a regulation that clarifies the procedures to apply for the<br />

mandatory compliance certification for governmental entities.<br />

Furthermore, a regulation that clarifies the accessibility of the Energy database, and which entities are<br />

eligible to provide data should be placed, preferably in a way that allows municipalities to benefit from<br />

the database for their SEAPs (SECAPs) development. Also, making these relevant regulations and<br />

procedures available for governorates (Municipalities).<br />

As indicated in the ‘Donors and Funding Initiatives in the areas of Sustainable development at the Local<br />

Level’ report, another new source of revenue could come from energy generation projects.<br />

Additionally, to be able to develop a business plan that supports such projects, the use of either solar,<br />

wind or waste to energy solutions would be very beneficial, since the new electricity law governing the<br />

sale of electricity generated from RE is in operation. This would increase the number of feasible<br />

(bankable) energy projects.<br />

Develop a regulation under the Environmental Protection Law No. 9 (2009) to make<br />

Environmental fund operational, this would need funds from donors.<br />

Since the Governorate of Luxor has almost one-fifth of the world’s heritage sites and monuments,<br />

air and water pollution from traffic and transport (land and water), mainly CO 2, should be reduced<br />

in order to mitigate its negative (direct and indirect) impacts on heritage sites and monuments.<br />

SEAPs (SECAPs) can develop plans and projects to assist in reducing such negative impacts.<br />

The impact from the nearby agricultural farms closer to heritage sites and monuments can affect<br />

these sites. Hence, SEAPs (SECAPs) can apply plans to reduce waste through recycling (waste-toenergy),<br />

underground water migration, and CO 2 capturing projects.<br />

The urban development closer to registered heritage sites and monuments casts pollution from<br />

construction, as well as negative impacts on these sites. Hence, SEAPs (SECAPs) can assist in<br />

developing plans to reduce such negative impacts through recycling of construction waste to<br />

reduce embodied energy and CO 2 emission.<br />

The Governorate of Red Sea is a touristic hub which encompasses many hotels and resort. SEAPs<br />

(SECAPs) can develop plans and projects to assist in transferring hotels and resorts to be smart,<br />

green, and sustainable to further decrease energy consumption and enhance EE, especially after<br />

the second increase in the electricity tariff (August 2016), thus lower CO 2 emissions.<br />

The recent announcement of <strong>Egypt</strong>’s Minister of Electricity and Renewable Energy (ERE) on<br />

September 16, 2016 regarding the considerable reduction of the PV feed-in tariff (FIT) scheme.<br />

The scheme would lead to increasing investments and development in the RE. For projects<br />

between 500 kW and 20 MW in size, FIT rate will be reduced by 42.65 per cent from $13.6 cents/<br />

kWh to $7.8 cents/ kWh and for projects between 20 MW and 50 MW in size, the rate will be<br />

reduced by 41.42 per cent from $14.34 cents/ kWh to $8.4 cents/ kWh 152 .<br />

The initial target to build 4.3 GW of RE projects would assist in achieving the aim of producing 20<br />

per cent of its energy mix from renewables by 2022 152 . SEAPs (SECAPs) can assist in developing<br />

plans and projects in this area to support Governorates’ plans.<br />

5.2 Support at <strong>National</strong> level for the preparation and implementation of SEAPs (SECAPs)<br />

The new governorates law can only come into real effect when related budgets are assigned.<br />

Governorates (municipalities) need to be able to have the relevant budget line items to carry out their<br />

responsibilities; only then would the political commitment be in force. This is a priority for the national<br />

support. Budgets would need to be created for SEAPs (SECAPs) development (EE Manager/ SEE Unit)<br />
