modernization of the <strong>Egypt</strong>ian public administration, yet improving the business climate for<br />

investment in these sectors in <strong>Egypt</strong>. Hence, assist in enhancing the services provided to consumers.<br />

The EU Twinning project is an essential step for <strong>Egypt</strong>’s electricity sector to achieve its strategic<br />

objective of interconnecting the <strong>Egypt</strong>ian power system with neighboring countries and ultimately with<br />

the European network 99 . The EU twinning project has three main components:<br />

Component A – Electricity Market transition (ensuring that all conditions for the implementation<br />

of the transitional phase of electricity market opening are met), simulating regulated and<br />

competitive market operations and analyzing potential ways in which it may evolve, and providing<br />

monitoring guidance and support as the market begins to open.<br />

Component B – Legal and Regulatory Framework (mainly review existing licenses, provide<br />

guidelines for drafting further needed licenses, draft a Licensing Regulation, develop a procedure<br />

to monitor companies’ compliance with their license terms and establish procedures for public<br />

hearings and dispute resolution).<br />

Component C – Standards, Performance Assessment and Benchmarking, and Investment Planning<br />

(review and refine the rules for reporting, monitoring, and benchmarking of key technical and<br />

financial indicators of the regulated companies in order to improve the efficiency of utilities in<br />

relation to tariff setting; it reviews the current tariffs and subsidies’ schemes and investment<br />

planning, including evaluation of power system adequacy under the new market rules) 98<br />

The above three sections (A, B, and C) are mainly designed to manage the first transitional phase of<br />

the development of the electricity sector by applying the legal and regulatory framework, systems<br />

and standards, and performance evaluation and measurement 98 .<br />

The AFD developed and financed a number of projects in the Electricity sector 97 :<br />

DRCC: regional control center in the Delta. The project will be completed in 2016. The leading<br />

<strong>Egypt</strong>ian partners are MoERE and EETC/ EEHC, and<br />

EPTP: Strengthen high voltage electricity network (automated grid). The project was completed<br />

2010. The leading <strong>Egypt</strong>ian partner is the MoERE and EETC.<br />

The EBRD developed two projects in the Electricity sector 86 :<br />

Power sector energy efficiency project, completed in 2013. The leading <strong>Egypt</strong>ian partner is MoERE,<br />

and<br />

Damanhour CCGT, a project completed in 2015. The leading <strong>Egypt</strong>ian partner is the MoERE.<br />

The World Bank developed a number of projects in the Electricity sector 94 :<br />

EG-El Tebbin Power. This project started in 2006 and was completed in 2012. The <strong>Egypt</strong>ian partners<br />

are MoERE and EETC/ EEHC,<br />

EGYPT Energy/Social Safety Nets Sector Reforms Technical Assistance. The project started in 2013<br />

and was completed in 2016. The <strong>Egypt</strong>ian partners are the MoPMRs, MERE and <strong>Egypt</strong>-ERA,<br />

First Fiscal Consolidation, Sustainable Energy and Competitiveness DPF. The project started in 2015<br />

and will be completed in 2017. The leading <strong>Egypt</strong>ian partner is the MoERE,<br />

EG Ain Sokhna Power Project. This project started in 2009 and will be completed in 2017. The<br />

leading <strong>Egypt</strong>ian partners are MoERE and EETC/ EEHC,<br />

EG-Giza North Power Project. This project started in 2010 and will be completed in 2017. The<br />

leading <strong>Egypt</strong>ian partners are MoERE and EETC/ EEHC,<br />

EG-Giza North Additional Financing. This project started in 2012, and<br />

EG-Helwan South Power Project. This project started in 2013 and will be completed in 2019. The<br />

leading <strong>Egypt</strong>ian partners are MoERE and EETC/ EEHC.<br />
