In the framework of supporting the execution of the NSICM, a cooperation protocol was prepared for<br />
the rehabilitation of northern lakes and the Nile Delta, and a set of guidelines was developed including:<br />
Guidelines for the EIA study for river ports and marinas.<br />
Guidelines for the application of environmental management systems for seaports.<br />
Guidelines for preventing pollution from ships 128 .<br />
Policies<br />
The UNEP developed a policy in the Environment sector concerning <strong>Egypt</strong>’s Air Quality Policy and<br />
completed in 2015. The leading <strong>Egypt</strong>ian partner is the MoEnv. More data is available at the UNEP<br />
2015 <strong>Report</strong> 90 .<br />
Plans<br />
The UNDP developed a plan on CCMA in the Environment sector. This plan resulted from a seamless<br />
collaboration between the Government of <strong>Egypt</strong> (GoEG) and the UNDP and focused on Climate<br />
Change Mitigation and Adaptation. The plan was completed in 2015. The leading <strong>Egypt</strong>ian partner is<br />
the MoEnv 90 .<br />
Programmes<br />
Green Industrial Development<br />
The EEAA has issued a programme as a shift towards Green Industrial Development. This programme<br />
is considered key in addressing GHG emissions from industry; an effort to adapt to increasing climate<br />
change risks. The Intergovernmental Panel on Climate Change (IPCC) concerning the future scenarios<br />
for emissions by 2030 has indicated that carbon dioxide emission resulting from the industrial sector<br />
are estimated about 14 Gigatonnes (including electricity use) 90 .<br />
<strong>Egypt</strong>ian Pollution Abatement<br />
The EEAA has developed a programme on the <strong>Egypt</strong>ian Pollution Abatement (EPAP), which is<br />
structured in six modules 129 :<br />
a. <strong>Egypt</strong>ian Pollution Abatement Programme (EPAP III(<br />
b. <strong>Egypt</strong>ian Pollution Abatement Project (EPAP II(<br />
c. Private - Public Sector Industry Project (PPSI(<br />
d. Broadcasting and Raising Awareness through Environmental Monitoring Program (PROPER)<br />
e. Best Available Techniques in the Mediterranean Partner Countries (BAT4ME)<br />
f. <strong>Egypt</strong>ian Pollution Abatement Project (EPAP I).<br />
Protection of Natural Environmental Resources and Nature Conservation (PNERNC)<br />
Another programme has been developed by the EEAA concerning the Protection of Natural<br />
Environmental Resources and Nature Conservation (PNERNC). It includes three main sections: 130<br />
a. Sustainable use of water.<br />
b. The optimal use of energy resources.<br />
c. Conservation of biodiversity level. 128<br />

Environmental Awareness, Training and Capacity Building<br />
The EEAA has participated in a training on environmental development of their employees to improve<br />
their performance levels. The programme is entitled: Total Quality Management (TQM) in Leadership<br />
Development Center for governmental sector - the Central Agency for Organization and Management.<br />
The most important modules of TQM program are: a) Definition of the basic concepts of TQM; b)<br />
