In 2016, the MoERE and Shanghai Electric signed the final contract to establish a clean coal-fired power<br />

plant with a capacity of 2,640 MW 96 .<br />

Energy Strategy<br />

According to the Minister of ERE, 54GW of new installed capacity (conventional and renewables) is<br />

needed through 2022, and on-going reforms in the regulatory framework and subsidies would create<br />

large opportunities for the private sector 100 . In March 2015, the Minister of ERE highlighted the main<br />

challenges as follows:<br />

Electricity demand growth is exceptionally high (6 per cent p.a.),<br />

High energy intensity: 26 KBT/US$ in line with large net oil exporters,<br />

Power generation deficit (6 GW needed annually through 2022), and<br />

Energy subsidies reached 7 per cent of GDP in 2013/ 2014, but has been lowered in 2016.<br />

A strategic EE roadmap and energy prices have been adopted by the <strong>Egypt</strong>ian government. The new<br />

energy prices policy takes into account the low income of a large proportion of the population, as well<br />

as the competitiveness of industry, and aims not to jeopardise their supply. In addition, jobs and<br />

income are to be created in the development of renewable energies and energy efficiency 101 .<br />

Energy Strategy 2015-2030<br />

In August 2016, the Minister of Petroleum announced the Ministry’s strategy 2030 as part of <strong>Egypt</strong>’s<br />

Strategy 2030 102 .<br />

The <strong>Egypt</strong>ian Government has set plans to increase the share of Renewable Energies in its electricity<br />

supply from the current 9 per cent to 20 per cent by 2020. Many laws, by-laws and regulations have<br />

been developed and endorsed, as indicated by <strong>Egypt</strong>-ERA, under 3.1 Laws and Regulations. Given that<br />

RE only made up 2 per cent of the total energy mix in 2012, and that EE measures were not yet<br />

deployed at a large scale, the targets are ambitious, indicating a strong political will to reduce the<br />

energy consumption 100 .<br />

An institutional strategy for energy efficiency has been adopted by the <strong>Egypt</strong>ian cabinet to be politically<br />

viable, with the aim to establish bundles of decentralised Energy Efficiency Offices (EEOs) in energyintensive<br />

sectors. These EEOs will be responsible for achieving sector-specific energy efficiency<br />

indicators. The EEO of the Ministerial Council for Energy Issues (MCEI) is responsible for drawing up<br />

energy efficiency governmental policies and for coordinating energy efficiency measures across<br />

sectors.<br />

Following the model of the Arabic energy efficiency guidelines, the Ministry of Electricity and<br />

Renewable Energy (MoERE) has agreed on and adopted a national action plan that provides an<br />

increase of approximately 10 per cent in energy efficiency in the electricity sector 100 .<br />

The <strong>National</strong> Renewable Energy Action Plan (NREAP) was developed and finalized in March 2015 103 .<br />

Strategy for Renewable Energy 2027<br />

<strong>Egypt</strong> has developed a strategy for renewable energy covering seven objectives. These strategic<br />

objectives will lead to the increase of the shares of solar energy, wind energy and electricity generated<br />

from water to 26,000 MW. The <strong>Egypt</strong>ian Government has also developed a plan for improving Energy<br />

Efficiency in the electricity sector to save electricity from total generated power in 2015 by 5,576 GWh.<br />

This forms about 5 per cent of the total generated Electricity 40 . In addition, <strong>Egypt</strong> has set a target to<br />

produce energy from wind 41 .<br />
