e) Quality improvement tools; and f) Quality application methods 131 . A national workshop on the cost<br />
of environmental degradation in <strong>Egypt</strong> has been organized in January 2015 in collaboration between<br />
EEAA and PERSGA, since environmental degradation is considered a multi-dimensional problem, its<br />
calculated cost requires intensified studies. In parallel, to foster capacity building, a similar programme<br />
has been organised. The Department of Industrial Zones Management (DoIZM) has participated in the<br />
related workshop. Also, the <strong>Egypt</strong>ian General Authority for Standards and Quality (EGASQ) - MoIFT,<br />
organised a seminar on "Awareness and Requirements of International Standard ISO 9001/2015" to<br />
promote Quality Management Systems (QMS). The 2015 QMS version of International standards ISO<br />
9001 and the International Standard ISO 26000 for the social responsibility were introduced. The<br />
guidelines for the application of the standard (OHSAS 18001/2007) were also presented 130 .<br />
The UNDP developed a Programme on CCMA in the Environment sector. This programme resulted<br />
from a strong support of the Government of <strong>Egypt</strong> (GoEG) in climate change mitigation:<br />
<br />
Implementation of a national standards and labels programme for energy efficient home<br />
appliances. The programme is undergoing and expected to be completed in 2018. The leading<br />
<strong>Egypt</strong>ian partners are MoEnv and MoERE 90 .<br />
In addition, the UNEP developed two Programmes in the Environment sector 132 :<br />
Sustainable Consumption and Production Programme for Cairo City. The programme was<br />
completed in 2008. The leading <strong>Egypt</strong>ian partner is MoEnv.<br />
Climate Change Risk Management Programme (CCRMP) in <strong>Egypt</strong>. The programme started in 2008<br />
and was completed in 2013. The leading <strong>Egypt</strong>ian partner is MoEnv.<br />
The AFD developed and financed a programme in the Environment sector:<br />

<strong>Egypt</strong>ian Pollution Abatement Programme 2. The programme was completed in 2007. The leading<br />
<strong>Egypt</strong>ian partners are the MoEnv, EEAA, and MoTr 97 .<br />
Initiatives<br />
Hurghada Environmental Protection and Conservation Association<br />
An initiative entitled: Hurghada Environmental Protection and Conservation Association (HEPCA), has<br />
been established by the MoEnv in 1992 in response to environmental threats affecting the Red Sea.<br />
HEPCA is an international NGO concerned with topics of marine and land conservation. HEPCA's team<br />
consists of diverse international scientists and experts. Their main target is to protect and preserve the<br />
natural resources of the Red Sea; and to promote conservation and sustainable tourism. It works in<br />
collaboration with <strong>Egypt</strong>’s governmental entities, e.g., the Governorate of Red Sea (GoRS); the <strong>National</strong><br />
Conservation Sector; and the <strong>National</strong> Parks of <strong>Egypt</strong> 133 .<br />
Projects<br />
There are many projects in the Environment sector that resulted from the productive and seamless<br />
collaboration between the <strong>Egypt</strong>ian and Japanese governments through JICA. The following section<br />
highlights these projects in relation to sectoral types: a) Air and Water Quality; and b) Environmental<br />
Management 115 :<br />
a. Environment - Air and Water Quality<br />
<br />
Achieve reductions in the emissions from enterprises whose environmental emissions are<br />
exceeding the national regulations, by providing financial assistance for introducing necessary<br />
environmental equipment (In cooperation with other donors). JICA assistance amount in JPY<br />
cost 4.7 of billion (approx. € 41,592.921 million). The project’s agreement was signed in 2006<br />
and expected end date is 2016. Leading <strong>Egypt</strong>ian institution is the MoEnv.<br />

THIS PROJECT IS FINANCED BY THE EUROPEAN UNION AND IS IMPLEMENTED BY THE HUMAN DYNAMICS CONSORTIUM
