One of the <strong>CES</strong>-<strong>MED</strong> project outcomes will address the SDP and assist in achieving the above said<br />

aims, specifically “Build and develop the capabilities of employees at the local authorities”.<br />

The GOPP has developed a general strategic plan (GSP) for the development of Southern <strong>Egypt</strong>, where<br />

both governorates (Luxor and the Red Sea) are included. In the GSP, the city of Luxor has three projects:<br />

a) Upgrade and develop North Karnak region; b) Develop the Golden Triangle area; and c) Develop the<br />

temple area – Esna, whereas the Red Sea Governorate has one project, which is the regional<br />

development plan for Raas Hadraba region 88 .<br />

Urban Communities Development<br />

The MoEnv adopted a strategy to promote green building based on the contemporary trends of<br />

Sustainable Environmental Compatible Building (SECB) that encompasses many green features (more<br />

details are available in Annex II). The general principles for GB design are:<br />

• Fostering a better environment and protecting the planet in general,<br />

• Saving energy, water and protecting other natural resources,<br />

• Achieving sustainability in buildings to support economy,<br />

• Using materials that have less negative impact on the environment through production, use,<br />

maintenance or disposal, and<br />

• Disposing of waste in a manner that doesn’t produce negative impacts on the environment and<br />

waste treatment to protect the ecosystem 89 .<br />

Thus, promoting sustainable building and rationalising construction methods, besides reducing energy<br />

consumption are the pillars upon which sustainable development can be realized for this sector with<br />

the support of the society. Part of the strategy actions indicates:<br />

• Buildings must be compatible with the surrounding environment, based on sustainability; and<br />

• Adopt and use of modern technologies and the possibility of energy transfer and advanced building<br />

material sources.<br />

Various stakeholders (e.g., architects, engineers, and planners) now face the challenge of selecting and<br />

updating developed technologies in a way that has a lower adverse effect on the environment and at<br />

the same time providing the comfort parameters needed inside buildings.<br />

The United Nations Development Programme (UNDP) has developed strategic plans and technical<br />

support in the Urban Planning and Building sectors. This technical support resulted from a seamless<br />

collaboration between the Government of <strong>Egypt</strong> (GoEG) and the UNDP. The following section<br />

highlights these strategic plans in different areas90:<br />

a. Strategic Urban Planning<br />

Strategic Development Plan (SDP) of Southern <strong>Egypt</strong> (New Valley). The SDP started in 2002<br />

and completed in 2017. The leading <strong>Egypt</strong>ian partner is GOPP.<br />

Participatory Strategic Urban Planning for Alexandria City till 2032. The SDP started in 2009<br />

and completed in 2015. The leading <strong>Egypt</strong>ian partners are GOPP and MoHUUD.<br />

Participatory Strategic Planning for Balanced Spatial Development. The SDP started in 2009<br />

and completed in 2014. The leading <strong>Egypt</strong>ian partner is GOPP.<br />

Strategic Development Plan for Greater Cairo Region 2050. The SDP started in 2007 and<br />

completed in 2014. The leading <strong>Egypt</strong>ian partners are GOPP and UN-Habitat.<br />

b. Technical Support<br />

Technical Support to MoLD to aid in enhancing the Local Development. The technical support<br />

started in 2007 and completed in 2014. The leading <strong>Egypt</strong>ian partner is MoLD.<br />
