6 POTENTIAL COVENANT OF MAYORS COORDINATORS<br />
The European Commission defines “Covenant of Coordinators” 4 as those public administrations, which<br />
provide strategic guidance, financial and technical support to municipalities signing up to the Covenant<br />
of Mayors (COM) but lacking necessary skills and/or resources to realise their requirements. The EC<br />
distinguishes between Territorial Coordinators, which are sub‐national decentralized authorities ‐<br />
including provinces, regions and public groupings of municipalities ‐ and <strong>National</strong> Coordinators, which<br />
are national public bodies ‐ including national energy agencies and the Ministry of Energy. The<br />
European Commission defines “Covenant Supporters” 5 as European, national, and regional networks<br />
and associations of local authorities, which leverage their lobbying, communication and networking<br />
activities to promote the Covenant of Mayors’ (COM) initiative and support the commitments of its<br />
signatories. Coordinators and Supporters are distinct in their operations, as coordinators focus on<br />
supporting governorates with the development and/or implementation of their SEAPs, while<br />
supporters mainly provide networking activities. The priority for <strong>Egypt</strong> may be to assign Covenant<br />
Coordinators; however, organizations capable of undertaking both roles could be possible too.<br />
CoM Coordinators<br />
One or more NCG members could be appointed as a focal point or SEAPs Coordinator who is given the<br />
full support of local authorities as well as the necessary time and budget to carry out the role.<br />
The <strong>National</strong> CoM Coordinator (not Mandatory) would need to be able to do the following tasks:<br />
Offer strategic guidance and technical assistance to the governorates for SEAPs development and<br />
implementation<br />
Support municipalities with their extensive technical knowledge on EE and RE measures, energy<br />
audits, and development of economic energy projects<br />
Assist in application of regulations and procedures from the different Ministries<br />
During the NFP meetings, two potential CoM coordinators were discussed:<br />
A (new) Unit to support and facilitate control of the SEAPs’ (SECAPs) development. However, in<br />
depth knowledge and/or experience of RE and EE is not yet in place, and internally there was no<br />
agreement yet as to whether a new unit should be established. It could be possible for the planned<br />
EE Unit to take this role, additionally.<br />
NREA does have the technical knowledge and experience needed to provide support to SEAPs’<br />
development and implementation.<br />
A Regional Coordinator could be considered for smaller governorates (municipalities). As<br />
indicated, the tasks of the Joint Services Council (JSC) could be extended beyond their current<br />
tasks in waste landfill management, to include energy conservation activities in the future.<br />
In both cases the knowledge and experience in developing SEAPs (SECAPs), initiating projects and<br />
managing the implementation could be supported by MoERE and NREA, MoAnts, MoTrm, and MoTr<br />
as well as MoHUUD in the initial start‐up phase. It could be further investigated within the UfM<br />
Ministerial Meeting which is due to take place in Cairo, <strong>Egypt</strong> in April 2017 and could play a support<br />
role to the <strong>CES</strong><strong>MED</strong> project. The SEAPs (SECAPs) would fit very well in the thematic set‐up. However,<br />
(financial) support would be needed to organize and manage activities around the SEAPs (SECAPs)<br />
exchange in the region, and this could be considered by the EU.<br />
