Insuring <strong>against</strong> the unthinkable:<br />

A profile of Iceland catastrophe insurance<br />

ABSTRACT<br />

Iceland Catastrophe Insurance (ICI) was founded in 1975 as a public undertaking by a special<br />

Act of the Althing (parliament) of Iceland. Iceland Catastrophe Insurance functi<strong>on</strong>s as an insurance<br />

company. The purchase of catastrophe insurance for earthquake, volcanic erupti<strong>on</strong>,<br />

snow avalanches, landslides and floods is compulsory for all buildings; as well as for c<strong>on</strong>tents<br />

insured <strong>against</strong> fire. Buildings are insured according to their valuati<strong>on</strong> for fire as assessed by<br />

the State Land Registry. Since fire insurance of buildings is compulsory in Iceland, all buildings<br />

are likewise insured <strong>against</strong> natural perils covered by the programme. The catastrophe<br />

cover is a stand-al<strong>on</strong>e policy; the fire insurance companies collect the premiums al<strong>on</strong>gside fire<br />

premiums in exchange for a collecti<strong>on</strong> fee. There is a single premium of 0,25 per mille irrespective<br />

of locati<strong>on</strong> or risk. Infrastructure lifelines − waterworks, geothermal heating systems,<br />

sewage systems, electric installati<strong>on</strong>s, bridges and harbour installati<strong>on</strong>s as well as ski lifts –<br />

assets not normally insured <strong>against</strong> fire, are separately insured with the Corporati<strong>on</strong>. The<br />

premium is 0,2 per mille for lifelines. The policy <strong>on</strong>ly insures <strong>against</strong> direct losses resulting<br />

from the abovementi<strong>on</strong>ed catastrophes. There is a deductible of 5% for each loss as well as a<br />

minimum deductible indexed according to the index of building costs.<br />

<strong>Snow</strong> avalanches are am<strong>on</strong>g the perils covered by Iceland Catastrophe Insurance. Direct<br />

property and c<strong>on</strong>tents losses sustained in the tragic avalanche events of 1983, 1994 and 1995<br />

were assessed and claims paid out. Since then a number of smaller, isolated losses have occurred.<br />

ICI was also involved in mitigative measures <strong>against</strong> snow avalanches (as well as other<br />

perils). The Avalanche and Landslide Fund, in its first incarnati<strong>on</strong>, from 1985−1995, received<br />

5% of ICI’s gross written premiums. As an interim measure, from June 1995 − June 1997,<br />

38% of the premium income was paid into the Avalanche and Landslide Fund. A further 10%<br />

surcharge <strong>on</strong> catastrophe premiums was also levied during this time for the benefit of the<br />

Avalanche and Landslide Fund. Since June 1997, with the adopti<strong>on</strong> of a separate Preventi<strong>on</strong><br />

Tax (of 0.3 per mille) <strong>on</strong> fire insured property, the Avalanche and Landslide Fund has been<br />

self-funded. Since that time, Iceland Catastrophe Insurance has <strong>on</strong>ly rarely been involved<br />

with snow avalanche loss preventi<strong>on</strong> measures, most notably in the protecti<strong>on</strong> of public utility<br />

structures.<br />
