3.6 Sustainable planning and maintenance strategy of avalanche protecti<strong>on</strong> measures<br />

based <strong>on</strong> a Life Cycle Costing (LCC) approach<br />

The c<strong>on</strong>cept of life cycle costing (LCC) integrates all costs (planning, building, maintenance,<br />

and removal) which occur during the life time of a protecti<strong>on</strong> measure. The goal is to optimize<br />

costs for the whole life cycle of the single protecti<strong>on</strong> work as well the whole protecti<strong>on</strong><br />

system. A farsighted maintenance of protecti<strong>on</strong> measures requires as a rule a combinati<strong>on</strong> of<br />

preventive (e.g. c<strong>on</strong>diti<strong>on</strong> m<strong>on</strong>itoring) and corrective measures (e.g. repair). C<strong>on</strong>cerning the<br />

c<strong>on</strong>trollability of life cycle costs, it turns out that the best chances exist in the planning and<br />

c<strong>on</strong>structi<strong>on</strong> phase: Maintenance cost can be optimized by means of design, selecti<strong>on</strong> of the<br />

type of measure, durability of selected building material und serviceability of the c<strong>on</strong>structi<strong>on</strong>.<br />

During the operati<strong>on</strong> phase, regular supervisi<strong>on</strong> and recurring inspecti<strong>on</strong> of the protecti<strong>on</strong><br />

measures is a guarantee for sustainable usability.<br />

4. CONCLUSIONS<br />

Technical avalanche protecti<strong>on</strong> works are subject to extreme envir<strong>on</strong>mental c<strong>on</strong>diti<strong>on</strong>s and<br />

forces (snowpack, avalanches, rock fall, unstable slopes, corrosi<strong>on</strong>), which may cause severe<br />

damages and lead to a failure of the c<strong>on</strong>structi<strong>on</strong>. Regular supervisi<strong>on</strong> and recurring<br />

inspecti<strong>on</strong> (c<strong>on</strong>diti<strong>on</strong> m<strong>on</strong>itoring) help to detect damages in an early state. Adequate<br />

maintenance of avalanche protecti<strong>on</strong> works requires c<strong>on</strong>vertible legal regulati<strong>on</strong>s and<br />

operati<strong>on</strong>al tools at the state of the art, the technical standards and procedures for this task will<br />

be set up in the new Austrian Standard Rule ON 24807 (editi<strong>on</strong> expected: 2008). Maintenance<br />

measures, obligati<strong>on</strong> of the regi<strong>on</strong>al commissi<strong>on</strong>er are carried out within the framework of the<br />

Austrian Service for Torrent and Avalanche C<strong>on</strong>trol, the financing supported by public<br />

subsidies from the Federal Disaster Relief Fund. An ec<strong>on</strong>omical use of these funds requires a<br />

maintenance strategy based <strong>on</strong> the principles of life cycle costing (LCC). It is the goal of<br />

sustainable maintenance to preserve a sustainable functi<strong>on</strong> of avalanche protecti<strong>on</strong> measures.<br />
