(3) Research and advice <strong>on</strong> preventive measures to be given to the Icelandic Meteorological<br />

Office (IMO), an institute under the Ministry for the Envir<strong>on</strong>ment. Resp<strong>on</strong>sibility<br />

for hazard z<strong>on</strong>ing and regular snow observati<strong>on</strong>s would also be transferred<br />

to IMO.<br />

(4) A new Avalanche and Landslide Committee to be established under the Ministry for<br />

the Envir<strong>on</strong>ment.<br />

This was a complete and radical change in the administrati<strong>on</strong> and involvement of the government<br />

in the field of avalanches and landslides protecti<strong>on</strong>.<br />

2. THE AVALANCHE AND LANDSLIDE COMMITTEE<br />

A new act <strong>on</strong> protective measures <strong>against</strong> avalanches and landslides was approved by the<br />

parliament (Althing) in 1996 and reviewed again in 1997 (49/1997). The Ministry for the<br />

Envir<strong>on</strong>ment organized public meetings in all communities where avalanche hazard was<br />

known to introduce the new measures in the field of avalanche protecti<strong>on</strong> and to raise public<br />

awareness of the problem. Furthermore, it was explained at these public meetings that the<br />

implementati<strong>on</strong> of permanent protecti<strong>on</strong> structures would take several years. However, in the<br />

meantime comprehensive plans <strong>on</strong> m<strong>on</strong>itoring and evacuati<strong>on</strong> schemes would be developed<br />

as a matter of priority for all the communities in questi<strong>on</strong>.<br />

The main thrust of the legislati<strong>on</strong> <strong>on</strong> protective measures <strong>against</strong> avalanches and landslides<br />

was to aim for permanent structures unless cost and benefit analysis showed that it would be<br />

c<strong>on</strong>siderably less costly to purchase the buildings in a particular hazard z<strong>on</strong>e. The new act<br />

established a nati<strong>on</strong>al fund, the Avalanche and Landslide Fund. The main income of the fund<br />

derives from an annual fee levied <strong>on</strong> all property insured <strong>against</strong> fire, 0.3‰ of the insured<br />

value. The main role of the fund was to assist municipalities to deal with protective measures<br />

for existing populated areas within towns and villages.<br />

The new act established also an Avalanche and Landslide Committee. The role of the<br />

committee is to decide <strong>on</strong> proposals from municipalities <strong>on</strong> protecti<strong>on</strong> measures and to<br />

allocate funding from the Avalanche and Landslide Fund. Assets of the fund can be used to<br />

pay the cost of protecti<strong>on</strong> <strong>against</strong> avalanches and landslides and other relevant measures in<br />

accordance with the following:<br />

a. total cost of hazard z<strong>on</strong>ing of populated areas c<strong>on</strong>sidered to be at avalanche risk,<br />

b. total cost of measuring equipment for research and surveillance of areas c<strong>on</strong>sidered to<br />

be at avalanche risk,<br />

c. up to 90% of the cost of preparati<strong>on</strong>, design and c<strong>on</strong>structi<strong>on</strong> of protecti<strong>on</strong> structures,<br />

d. up to 60% of the cost of maintenance of protecti<strong>on</strong> structures,<br />

e. up to 90% of the cost of buying houses and apartments and transportati<strong>on</strong> of property<br />

to areas outside hazard z<strong>on</strong>es.<br />

3. PROBLEM ASSESSMENT AND CAPACITY-BUILDING<br />

The reorganisati<strong>on</strong> of the management of avalanche problems in Iceland was carried out in<br />

collaborati<strong>on</strong> with several internati<strong>on</strong>al avalanche research institutes and experts, particularly<br />

the Norwegian Geotechnical Institute (NGI) in Oslo, Norway, and the Eidgenössisches<br />

Institut für Schnee- und Lawinenforschung (SLF) in Davos, Switzerland. French and Austrian<br />

scientists from Cemagref in France and the Austrian Service in Torrent and Avalanche<br />

C<strong>on</strong>trol in Austria also participated in research projects and c<strong>on</strong>sulting activities together with<br />
