ABSTRACT<br />

Mitigati<strong>on</strong> is about acti<strong>on</strong> or an activity that attempts to eliminate or reduce human suffering<br />

and property damage from natural or man-made hazards. There are a number of different<br />

approaches to mitigati<strong>on</strong> in emergency management. The focus of this discussi<strong>on</strong> revolves<br />

around three themes relating to methods to mitigate risks<br />

• The role of the Civil Protecti<strong>on</strong> in Iceland<br />

• Mitigati<strong>on</strong> in areas of high snow avalanche frequencies<br />

• The collaborati<strong>on</strong> of the Civil Protecti<strong>on</strong>, Meteorological Office, and other instituti<strong>on</strong>s<br />

<strong>on</strong> snow avalanche mitigati<strong>on</strong> measures.<br />

First, the objective of the Act <strong>on</strong> Civil Protecti<strong>on</strong> (No. 94/1962) in mitigati<strong>on</strong> will be<br />

presented. Sec<strong>on</strong>d, the n<strong>on</strong>-structural mitigati<strong>on</strong> methods in areas of high snow avalanche<br />

frequencies in Iceland will be addressed. Finally, the collaborati<strong>on</strong> of the Icelandic Meteorological<br />

Office, the Civil Protecti<strong>on</strong>, and other organizati<strong>on</strong>s in the snow avalanche risk<br />

management process before and after 1995.<br />

1. THE CIVIL PROTECTION IN ICELAND<br />

When the Civil Protecti<strong>on</strong> Act (94/1962) first became effective, it was in the middle of the<br />

Cuban crisis and the key provisi<strong>on</strong> was the preparedness and preventi<strong>on</strong> of a nuclear attack.<br />

The Civil Protecti<strong>on</strong> Unit (AVRIK) was governed by the state under the authority of the<br />

Ministry of Justice, but under c<strong>on</strong>trol of the Civil Protecti<strong>on</strong> Council (until 2003 when the<br />

Nati<strong>on</strong>al Commissi<strong>on</strong>er of the Icelandic Police took over the Civil Protecti<strong>on</strong> Affairs). The<br />

local communities (64) had their Civil Protecti<strong>on</strong> Committee and their administrati<strong>on</strong> was in<br />

the hands of the Chief of Police. The Civil Protecti<strong>on</strong> Unit m<strong>on</strong>itored and gave advice to the<br />

otherwise independent Committees. The Minister of Health is resp<strong>on</strong>sible for medical service<br />

during disasters.<br />

The Civil Protecti<strong>on</strong> resp<strong>on</strong>ds according to two types of emergency plans: Generic Plans, that<br />

are core plans for mobilising staff and resources and apply to different kinds of emergencies,<br />

and Specific Plans – that apply to a specific hazard, site or locati<strong>on</strong><br />

In 1974, the Civil Protecti<strong>on</strong> made an agreement with volunteer organizati<strong>on</strong>s, the Icelandic<br />

Red Cross, and the Icelandic Associati<strong>on</strong> for Search and Rescue. This agreement defines their<br />

roles and tasks in the overall organizati<strong>on</strong> of Civil Protecti<strong>on</strong> in times of hazards and<br />

emergencies, training and educati<strong>on</strong>. This agreement is renewed <strong>on</strong> a regular basis.<br />

The objective of the Civil Protecti<strong>on</strong> Act is to organize and implement acti<strong>on</strong>s for the<br />

preservati<strong>on</strong> of life and human needs, protecting property in case of military acti<strong>on</strong>, natural<br />
