the intimation that there would be a departure from<br />

established practices in the matter of political bribery<br />

by the new party. The constitutional amendments,<br />

making the governor's term of office four years, the<br />

legislative sessions biennial, and changing the judicial<br />

system, were adopted by the people in 1862, and confirmed<br />

by the legislature in 1863."<br />
