other information materials. Approximately 1,500
TOEFL, GMAT and GRE Information Bulletins have
been distributed during this year.
By the end of 1999, the EAC updated its web page,
making it more accessible to all the Internet users. It
also provides various free of charge services, such as
the Internet access, printing and copying of resources
available.
Since 1994, the EAC has been administrating the
Edmund S. Muskie/Freedom Support Act Graduate
Fellowship Program. The Muskie/FSA Program provides
opportunities for graduate studies in American universities
within degree and non-degree programs in the
following fields: Business Administration, Economics,
Law, Education, Public Policy, Library and Information
Science, Journalism and Mass Communications, Public
Administration. EAC carries out recruitment activities
including the program’s advertising campaign, testing,
interviewing, and pre-departure orientation.
One of the most important components of the Program
is test administration and interviews. The following
tests were administrated within the 1999 Muskie/
FSA Program: GRE, January 16, 1999, 12 participants;
GMAT, January 16, 1999, 14 participants; TOEFL,
January 15, 1999, 41 participants. The next stage of the
program consists in organizing the interviews. A special
team arrived from the USA to interview the Muskie/FSA
semifinalists. In 1999, Robert Wellington Campbell,
MarJean Knockey, Elena SPENSLEY and Razvigor
Bazalla (BECAUSDS Chiøinæu) represented it. The interviews
took place between January 18-19, 1999.
The 2000 Muskie/FSA Graduate Fellowship Program
was represented by its coordinator at the Press Conference
held at the Independent Journalism Center on
September 3, 1999. During the recruiting campaign of
the 2000 Muskie Program several presentation lectures
were held at the Academy of Economic Studies of
Moldova, State University of Moldova, Free Independent
University of Moldova and Alecu Russo State University
in Bælfli. Various NGOs, private and governmental organizations
had been contacted for the same reason, such
as the Ministry of Education, which helped in disseminating
the information throughout the country.
During 1999, the Educational Advising Center director,
Vitalie VREMIØ attended several conferences, such as
The Annual Scholarship Program, July 1999, St. Petersburg,
Russia and The First Nordic Baltic Educational Advisers’
Workshop, September 1999, Vilnius, Lithuania.
Besides The Muskie/FSA Program, the EAC has also
participated in the coordination of other exchange and
scholarship programs like:
– the Central European University Program
– International Management Center MBA Program
(Budapest, Hungary)
– Community Connections (USIS)
– FSA in Contemporary Issues (IREX)
– Regional Scholar Exchange Program (ACCELS)
– 1998-99 FSA Undergraduate Exchange Program

– the Fulbright Program: Advanced Research and
University Lecturing Awards in the United States
– the University of Warwick Graduate School
By the end of the year, the EAC received various
information materials, such as: catalogues and information
booklets of the top universities from the US:
TOEFL, GRE, GMAT, SAT I, SAT II and LSAT preparation
materials, etc.

Soros Foundation Moldova administered seven network
scholarship programs: American University in
Bulgaria, The Undergraduate Exchange Program, Central
European University, The University of Warwick,
University of Oxford, Supplementary Scholarship Program
for Undergraduate and Postgraduate Studies,
Supplementary Scholarship Program for Doctoral Studies
and two national scholarship programs for the
College of Europe and Les Ecoles Normales Superieures
in France.
