LAW PROGRAM
The general mission of the Law Program is to
assist the process of building a state based on the rule
of law and to support legal reform through assistance
provided to specialised institutions and legal NGOs.
Major areas of activity:
– supporting legal education on all levels
– developing and implementing projects related to
professional legal work; strengthening of the judiciary
and its independence
– police reform and education of police on the protection
of Human Rights
Legal Education Support
Legal education is based on an ineffective and
undeveloped curriculum because of limited access to
multiple amendments in the national legislation and
insufficient collaboration of Moldovan law schools with
European universities. Lack of modern textbooks and
limited access of law students and teachers to recent
publications in the field of law represents another
cause which hampers the reform of legal education.
The insufficient involvement of the Ministry of
Justice in the process of university legal education leads
to discrepancies and lack of links between legal education
and legal practice.
Support of the University Curriculum
In 1999, grants were offered for projects designed
to support the reform of the legal education system.
The program offered support for the development and
publishing of law textbooks and other publications,

Law Library
In the framework of the Law Library program,
donation of legal textbooks were made to SUM, FIUM,
AESM, SPU, APAM, PA, CCU, SUB as well as to a number
of colleges where the study of law is considered an
essential area: the Republican College of Information
Science and Law, the National College of Trade, the
College of Economy and Law, Police College, etc.
