Seminar on Information of Trainers in the Field of
Local Public Administration, May 12-14, 1999, Chiøinæu
During the seminar, participants were distributed
packages with legal acts in the field of Local
Governments and were acquainted with interactive
training methods. Participants were trainers, faculty
from academic institutions, and representatives of governmental
organizations and NGOs. The seminar was
organised by Soros Foundation Moldova and experts
from Moldova and Romania contributed to its success:

International Seminar on Associative Consolidation
of Regions in the Republic of Moldova, July 31, 1999,

The main goal of the seminar was to establish a
non-governmental association of regional authorities
that would represent the interests of regional bodies in
European forums. 5 representatives from CALRE, Central
Government and Parliament officials and 42 representatives
of regional authorities participated at the
seminar. As a result of the seminar an Association for
Regional Development through Local Autonomy
(ADRAL) has been created.

Training of Trainers Workshop: The Role of Local
Governments in Sustainable Development of Communities,
October 13-24, 1999, Chiøinæu
A series of training of trainers (ToT) sessions were
organised by Soros Foundation Moldova in association
with Partners for Local Development Foundation, Romania
(FPRLD). The ToT: The Role of Local Governments
in Sustainable Development of Communities, the
third one of this series, resulted in training of 11 trainers:

There were two senior FPDL experts who trained
Moldovan trainers:

During the training, 25 elected leadership, public
officers and NGO leaders from Zubreøti, Prajila,
Costeøti, Chircaieøti and Cimiølia communities were
also trained. These participants benefited from a transfer
of knowledge in the domain of strategic participatory
planning and local sustainable development.

Local Governance Development Projects
In the framework of this program support was
offered for projects aiming to provide local government
representatives and citizens the necessary information
regarding the legal changes introduced after local elections.
Also, projects were supported, which aimed to
promote local governments’ transparency, improve the
relationship between local governments and citizens
and to create a partnership between local authorities,
public and business sector in order to ensure the economic
development of local communities and improvement
of the quality of life.
