1999 was a very important year for local governments
in the Republic of Moldova. After the local elections,
which took place in May 1999, the process of territorial
and administrative reform started. Also, in July
1999 the Law on Public Finance was adopted. The lack
of information available for elected leadership and public
officers regarding the mechanisms of local financial
management has created obstacles in the promotion of
local autonomy. Thus a group of experts joined their
efforts in writing a manual and the syllabus of a training
program in local financial management. After publishing
the manual these experts will conduct a training
of trainers session in 2000.

Public Policy Program
This is a long-term program started in 1998 aiming
to stimulate the development of public policies in the
Republic of Moldova. During 1998 and 1999 needs
assessment analysis were conducted in order to set up
the framework for a Public Policy Program. Thus consulting
meetings were held with experts in this area
and by the end of 1999 the Foundation decided to support
the establishment of a Public Policy Institute. The
Institute’s activities are to be defined in more details by
its Board of Directors in 2000.

Local Government Training
The goal of this program is to support training projects
designed and delivered to local elected leadership
and public officers, as well as NGOs active in the field
