LOCAL GOVERNANCE
PROGRAM
The main goal of the program is to enhance the
process of reforms in the field of Local Government and
to support local initiatives coming to improve the quality
of public services provided by local administrations.
The main objectives are:
– to support the documentation of local govern-

ment representatives in the related fields
– to enhance experience and information exchange
between local government representatives of the Republic
of Moldova and other CEE and NIS countries
– to support local government representatives selected
on a competititve basis to participate in international
conferences and seminars
– to provide scholarships for studying English
– to promote the development of public policies in
the Republic of Moldova
– to encourage and support the development of
interactive training programs targeting local government
elected leadership and public officers
– to enhance the adaptation of diverse international
training programs for local governments
– to provide grants for training of local elected leadership
and public officers from the Republic of Moldova
– to contribute to writing and disseminating up-todate
information necessary for good work of local governments
– to support writing and publishing of fundamental
and up-to-date information in the field of Public
Administration
– to contribute on a grant-giving basis to the promotion
of local initiatives on local economic development,
local government transparency, dialogue between
local governments and citizens and public participation
in the decision-making process
Activities implemented in 1999:
Public Administration Education
Participation at Internships, Conferences, Seminars
The goal of the program is to support participation
of local government and NGO representatives at international
seminars, conferences and fellowships in
Public Administration. Participation in such events
enhances the process of knowledge and experience
exchange between Moldovan local government representatives
and their colleagues from NIS, CEE and
developed countries. During 1999 financial support
was offered for the following activities:
