A city applying for the title had to first of all fulfil three formal requirements:
to have a slogan – in our case it was “Spaces for beauty”; a theme – we
put “Metamorphoses of culture” in our application; and its own vision of
the so-called European dimension. As a development of this last point,
we proposed a conceptual triad: diversity, opportunity, and responsibility.
We think it perfectly captures the character of modern European culture
and our expectations from it. This all had to be present in the form of an
interesting and persuasive presentation in front of the International Selection
Committee. What counted was the intellectual strength of the application

Zwróciliście się o pomoc do wrocławian?
Nawiązaliśmy dialog z mieszkańcami. Zawiesiliśmy w mieście reklamy
z hasłem: „Czy Wrocław zostanie Europejską Stolicą Kultury? To zależy.
Od Ciebie”. W rezultacie uzyskaliśmy bardzo wiele pomysłów na to, jak
powinna wyglądać nasza prezentacja albo co w mieście powinno być
zorganizowane. Bardzo miło mi powiedzieć, że mieszkańcy w swych propozycjach
poruszali wszystkie wątki naszej aplikacji, zarówno filozoficzne,
teatralne, plastyczne, muzyczne, a nawet ekologiczne. Otrzymaliśmy m.in.

presented their ideas and willingness to work in a convincing and interesting
way. Of major importance was also the impression that the city itself
left on the visiting members of the Committee.
How long did it take to prepare Wrocław’s competition presentation?
A relatively short time. Wrocław was one of the last cities that entered the
contest. Work began in February 2010 and in August we had to submit
the first application. In October, we learned that our presentation was the
best and that we had the best chance of winning. Despite this first dose
of optimism, we did not sit on our laurels and very diligently went to work,
which was a lot more difficult, because this time we had to get something
that was previously not required – public support.
Did you ask Wrocław’s citizens for help?
We established a dialogue with residents. We hung advertising around
the city with the slogan: “Will Wrocław become the European Capital
of Culture? It depends. On you.” As a result, we received a lot of ideas
on how our presentation should look or what events should be organised
in the city. I’m happy to say that people touched on all the themes of our
application in their proposals, including philosophical, theatrical, artistic,
musical, and even ecological. We received proposals to organise a review
of amateur animated and short films, ideas for new festivals and ideas for
the development of buildings that now stand empty. There were over seven
hundred submissions!
Do you remember the moment they announced the results?
I will never forget it. We were the last city that presented before the committee.
It was at the Palace on the Water in Warsaw’s Łazienki Park. Due to
the theatrical nature of our presentation, we were completely different than
other cities; in this respect we really differentiated ourselves. Then came
a very difficult half-hour question and answer session, which, contrary to
many rumours, showed that the judges were very well acquainted with our
application and were very critical towards it. Immediately afterwards I had

Czy pamięta Pan moment ogłoszenia
wyników?
Nie zapomnę tego nigdy. Byliśmy ostatnim
miastem, które prezentowało się przed
komisją. To było w Pałacu Na Wodzie
w warszawskich Łazienkach. Ze względu na
teatralny charakter naszej prezentacji, byliśmy
zupełnie inni niż pozostałe miasta: pod tym względem wyróżnialiśmy
się mocno. Potem nadeszła półgodzinna sesja pytań, bardzo trudnych,
która – wbrew wielu plotkom – pokazała, że sędziowie bardzo dokładnie
zapoznali się z naszą aplikacją i byli wobec niej bardzo krytyczni. Zaraz
po jej zakończeniu miałem dobre przeczucia, wiedziałem, że lepiej nie
można było tego zrobić. Osobą, której opinii najbardziej się obawialiśmy,
był Jeremy Isaacs – były dyrektor Opery Covent Garden w Londynie,
wieloletni były szef BBC – wielka postać. Tymczasem to on pierwszy
podszedł do mnie, aby pogratulować prezentacji. Odczytanie werdyktu to
był moment wielkiej radości, dumy i ulgi. Byłem bardzo szczęśliwy. Nasze
zwycięstwo było potrzebne miastu. Pojawiło się bowiem po serii porażek,
jakie odniósł Wrocław w ubieganiu się o inne wydarzenia międzynarodowe,
m.in. o Expo. W polskiej naturze leży takie przekonanie, że jak
tyle razy się nie udało, to kolejny raz pewnie też nie wyjdzie. My się nie
poddaliśmy i pokazaliśmy, że złą passę da się odwrócić.
Był szampan?
Prezydent Rafał Dutkiewicz celebrował z nami ten moment szczęścia
w jednej z warszawskich restauracji. Potem były długie godziny oczekiwania
