2016 wtedy na wrocławskim Rynku, gdzie spontanicznie zebrali a good feeling, I knew that we could not have done better. The one we use today in Poland is the most difficult to pronounce for foreigners. They often pronounce it as “łrokloł”. And then, when someone wants to go to “łrokloł” they sometimes accidentally land in “łorsoł”. At the Copernicus airport in Wrocław we have hung this slogan: “Vrots-LOVE – love is a part of our proper name.” And with this motto we also hope to promote the city as European Capital of Culture. Since we’re already on the subject of love… You love Wrocław, but is it your hometown? No, I’m not from Wrocław. I was born near Lublin. It is interesting that you brought this up… While working on our application, we asked each other that question and found that most of us were not born in Wrocław. Together with Mayor Dutkiewicz, who is on his third term, and comes from Wielkopolska. It turns out that Wrocław is full of people who love it, but who come from completely different parts. I potem, jak ktoś chce lecieć do „łrokloł” to niekiedy przez przypadek ląduje w „łorsoł”. Na wrocławskim lotnisku im. Mikołaja Kopernika zawiesiliśmy więc takie hasło: Vrots-LOVE – love is a part of our proper name. I tym hasłem mam nadzieję również promować miasto jako ESK. Skoro już poruszyliśmy temat miłości… Pan kocha Wrocław, ale czy to Pana rodzinne miasto? Nie, nie jestem wrocławianinem. Urodziłem się niedaleko Lublina. Ciekawe, że poruszamy ten aspekt… Podczas pracy nad naszą aplikacją zadaliśmy sobie nawzajem to pytanie i okazało się, że większość z nas nie urodziła się we Wrocławiu. Łącznie z prezydentem Dutkiewiczem, który włada miastem już trzecią kadencję, a pochodzi z Wielkopolski. Okazuje się, że Wrocław jest pełen zakochanych w nim ludzi, którzy pochodzą jednak z zupełnie innych stron. Jest na to wytłumaczenie; po II wojnie światowej Wrocław spotkała jedna z najstraszniejszych tragedii – całkowita wymiana ludności. Ale ci, którzy tu przybyli, pokochali to miasto od razu. Wrocławianie mają wielkie poczucie tego, że ich miasto jest ich własnym dziełem. Po wojnie samodzielnie je odbudowali i stworzyli. I dlatego we Wrocławiu mamy jeden z najwyższych w Polsce poziomów identyfikacji mieszkańców z miastem. Wrocławianom dobrze we Wrocławiu, ponieważ jest to miasto, które sami zbudowali dla siebie. Co się wydarzy we Wrocławiu do 2016 roku? Przede wszystkim będziemy walczyć ze zjawiskiem wykluczeń z kultury. Jak pokazują badania, Polak na uczestnictwo w kulturze wydaje rocznie zaledwie równowartość 300 euro. Dla porównania Niemiec przeznacza na ten cel 1600 euro, a Czech – 700 euro. Ten problem nie wynika jednak tylko z biedy. To jest także skutek poczucia braku kompetencji w sztuce, ale także tego, co nazywam agorafobią publiczną. Podam przykład: w Polsce pokutuje przekonanie, że starsze osoby nie chodzą do opery, że to nie miejsce dla nich. Babcie mają siedzieć w domu, oglądać telewizor i dziergać coś na drutach. W ciągu najbliższych lat chcemy wprowadzić w życie dwa projekty: „Dolnośląski Paszport Kultury”, dzięki któremu młodzież szkolna będzie

Wrocławians have a great sense that their city is a result of their own efforts. After the war, it they rebuilt and created it themselves. And that’s why in Wrocław we have one of the highest levels of identification with the city by the residents in Poland. Wrocławians are happy in Wrocław, because it is the city that they built for themselves. What will happen in Wrocław in 2016? First of all, we will fight the phenomenon of cultural exclusion. As studies show, the average Pole only spends the equivalent of 300 euros on culture annually. For comparison, Germans spend 1,600 euros and Czech citizens spend 700 euros. This problem does not only stem from poverty. This is also due to a sense of lack of competence in the arts, but also what I call a public agoraphobia. To give you an example: in Poland there is a lingering belief that older people do not go to the opera, that it is no place for them. Grannies have to sit at home, watch TV and knit. In the coming years we want to implement two projects: the “Lower Silesian Cultural Passport”, which will enable school children to be able to go to museums for a low cost or for free, and “Cultural Obligations”, addressed to people in retirement, allowing them to benefit from significant discounts at Wrocław cultural institutions. And to what can we already invite visitors to Wrocław in 2016? Wrocław has always been known for its theatres. We have the famous Capitol Theatre, Polish Theatre, Puppet Theatre, as well as a lot of independent theatres… In 2016, the Theatre Olympics will take place throughout the year – a great, multi-disciplinary celebration of theatre. It will be a leading attraction, but not the only one. We plan to organize the next Congress. This time it will be the Congress of Intellectuals for Democracy – an international debate about the contemporary conditions of democracy, society and art. We have several ideas for concerts and other events, such as a great communal sing-along along the Oder River, to which one thousand singers will be invited. I would also like to do October Fest in Wrocław, because just like Germany, we like beer and beer culture is close to our hearts. Wrocław will share the title of European Capital of Culture 2016 with the Spanish city of San Sebastian. Are you planning any joint events? Of course – we plan to establish a long-term cultural cooperation with this beautiful city. I hope that some airline will launch a direct flight between Wrocław and San Sebastian. I would also like to have our football team, Silesia Wrocław, play a friendly match against our Spanish friends. There are plenty of ideas – we just have to see what can be financed. Well, let’s talk about money. Does the European Capital of Culture mean more spending or gains? Both one and the other. Contrary to popular opinion, the title of ECC is not only a great honour for the city, but also a great cost: the city that receives the title does not get any significant financial support. The organisers expect that Wrocław 2016 will take care of the entire budget for the organisation of cultural events. We can use funds from the city, the Ministry of Culture and sponsors. We can also request European Union funds, but we have to apply for them through regular competitions. How much will the European Capital of Culture cost Wrocław? We anticipate that, from now until the end of 2016, we will spend 300 million złoty, which is around 80 million euros. This is a large amount, but the expense is worthwhile. Tourists are profitable for the city. Increased tourist traffic also translates into the creation of new jobs, and hence, the development of the city and the region. To będzie atrakcja wiodąca, ale nie jedyna. Planujemy zorganizować kolejny kongres. Tym razem będzie to Kongres Intelektualistów na rzecz Demokracji – międzynarodowa debata o współczesnej kondycji demokracji, społeczeństwa i sztuki. Mamy mnóstwo pomysłów na koncerty i inne wydarzenia, np. na wielkie, wspólne śpiewanie wzdłuż Odry, do którego zostanie zaproszonych tysiące śpiewaków. Chciałbym też zrobić we Wrocławiu October Fest, ponieważ tak jak Niemcy – lubimy piwo i bliska jest nam kultura biesiadowania. Europejską Stolicą Kultury w 2016 roku oprócz Wrocławia będzie hiszpańskie miasto San Sebastian. Czy planujecie jakieś wydarzenia wspólne? Oczywiście – planujemy nawiązać długoterminową współpracę kulturalną z tym pięknym miastem. Mam nadzieję, że jakieś linie lotnicze otworzą samolotowe połączenie Wrocław – San Sebastian. Chciałbym także, aby nasza drużyna piłki nożnej – Śląsk Wrocław – rozegrała towarzyski mecz z drużyną naszych hiszpańskich przyjaciół. Pomysłów jest mnóstwo – zobaczymy tylko, czy wszystko uda nam się sfinansować. No właśnie, pomówmy o pieniądzach. Europejska Stolica Kultury to większe wydatki czy zyski? I jedno, i drugie. Wbrew powszechnym opiniom tytuł ESK jest nie tylko wielkim wyróżnieniem dla miasta, ale też wielkim kosztem: miasto otrzymując tytuł, nie dostaje żadnego znaczącego wsparcia finansowego. Organizatorzy konkursu oczekują, że Wrocław 2016 sam zadba o budżet na organizację wszystkich wydarzeń kulturalnych. Może je pozyskać z kasy miasta, Ministerstwa Kultury oraz od sponsorów. Można sięgać także do funduszy Unii Europejskiej, ale należy się o nie ubiegać na drodze normalnych konkursów. Ile będzie kosztowała Europejska Stolica Kultury we Wrocławiu? Przewidujemy, że począwszy od chwili obecnej, aż do końca 2016 roku, wydamy 300 mln zł, to jest ok. 80 mln euro. Jest to duża kwota, ale ten wydatek się opłaca. Turyści to zyski dla miasta. Wzmożony ruch turystyczny przekłada się też na tworzenie nowych miejsc pracy, a co za tym idzie – rozwój miasta i regionu. Najważniejsze jednak jest to, aby dostęp do dzieł sztuki i radość z jej przeżywania przestały być przywilejem elitarnym.
