SUPPORTS BOARD ENDS STATEMENT/ POLICY
This item supports Board Policy 8.3.1, College Facilities – The district will improve the physical learning
environment by upgrading and renovating current facilities and adding additional facilities as appropriate,
within the limits of district resources.
PROPOSAL
To approve the final project proposal as presented.
BACKGROUND
District staff has been working with the Cambridge West Partnership group to create a final project
proposal that would petition the state to support renovation and expansion of the 50-year-old library
facility at the Rancho campus.
The project will include both internal modernization and expansion. When completed, it will result in
additional space for web-based research, bibliographic instruction, tutorial support, and upgraded
study/research areas. It will also add the element of electronic media support. A total of 20,019 net new
assignable square feet (ASF) will be created. Overall, the building will expand from its current space
allocation of 26,621 ASF to 46,640 ASF. The total cost for this alternative is projected at $25,567,138. It
is being proposed as a 100 percent state-funded project. Since 2005, it is the fourth such project to be
submitted to the state for financing assistance. In a highly competitive environment for state monies, the
district has been successful in securing funding for three previous projects in the amount $42,536,000.
Successful award of this project would bring the total to $68,106,138 over a four-year period.
Approval by the board is being requested so that all related documents can be formally submitted to
meet the state’s July 1, 2008, deadline.

RECOMMENDATION
It is recommended the Governing Board:
a. Approve the Final Project Proposal for the Library/LRC Renovation and Expansion Project at the
Rancho campus.
b. Agree to the terms and conditions outlined by the state for participation in state funding
c. Authorize the president of the Governing Board and the superintendent/president of the college to sign
the formal documents that authorize action on behalf of the district.
