Opening a Troop Checking Account Girl Scout troops and groups are encouraged to open a troop checking account when the amount of funds on hand meets the minimum requirements of the chosen bank. Many troops ask a parent to act as the troop treasurer. In fact, this is a great way to involve a parent who wants to be active with the troop but whose schedule is restricted because of work or other obligations. After selecting a bank, the troop leader should contact the membership specialist who will complete and sign the authorization form and then forward it to the volunteer of the troop. Prior to opening a troop checking account all troops should: �� GSGATL, Troop #______ �� Annual Troop Finance Report The troop treasurer, in partnership with the girls in the troop, must prepare a troop �nance report and distribute it to each family in the troop a minimum of three (3) times a year. Full disclosure of the troop �nances three times per year insures transparency and that all family members of the troop are informed of the troop’s income and expenses; this should alleviate any concerns about troop �nances from the parents. A copy should be given to the local service unit director. The �nal year-end �nancial report should include the most recent bank statement. Discrepancies/Mismanagement of Funds If there is a discrepancy with the troop treasury: �� Addition of Troop Member Since the funds in a troop treasury belong to the troop jointly, when a new member joins a troop she should bene�t from those funds equally with the other members. However, if it has been the custom of the troop to collect a start-up fee that girl will be expected to pay the appropriate troop fee. Troop Member Transfers As above, when a girl leaves a troop, for whatever reason, she relinquishes her claim on any and all troop funds. However, the troop may, at its option, divide a pro rata share per girl and make a donation to the receiving troop on the transferring member’s behalf. This is solely at the troop’s discretion. In all cases, if a donation is made, a check should be written directly to the receiving troop. At no time are funds to be paid to an individual girl or adult. Troops may not track individual girl balances within the troop account. Girls may not receive credit for the amount of funds or the portion of the troop account that resulted in their fundraising or product sales program troop proceeds. The IRS requires that 501(c) (3) organizations must not be organized or operated for the bene�t of private interests. The IRS has issued rulings recently that organizations that earmark fundraising for particular members is a non-exempt activity and those organizations may be required to pay unrelated business income tax or lose their tax-exempt status. Closing a Bank Account Once the troop disbands, by rights the funds revert to GSGATL. It is our practice, however, that when a troop splits or disbands, the girls should vote on what to do with troop funds. Typically, these monies are: �� Financial Assistance Financial Aid is available to individuals who need assistance with annual membership fees, uniform components, Girl Scout agelevel handbooks and for some events or activities. Every e�ort is made to ful�ll requests based on the needs of the family and the availability of GSGATL funds, as Financial Aid is supported by the Annual Fund and product sales. Financial Aid is awarded on a caseby-case basis and remains con�dential. Financial assistance is limited to adults registered as troop leaders with GSUSA Position Codes 01, 02 or 03, not to exceed three adult members. How to Apply: Parent/guardian completes the appropriate section of the Financial Assistance Request Form. Applicants may be contacted by mail or phone for questions and/or to obtain more information. �� gsgatl.org� When approved, program supplies are shipped to the address submitted on the form. Other types of assistance that may be available: �� Service Unit Funds The service unit exists to support troop programs.
