CHAPTER 3: ACd QUALIFICATIOnS & AUTHORITY<br />
APPLICATIOn PROCEdURES<br />
3.1 ACD NOMINEE QUALIFICATIONS<br />
3.1.1 The ACd nominee must:<br />
(a) Hold a valid flight dispatcher certificate issued by the air operator;<br />
(b) Have a minimum of twelve (12) months experience as a flight dispatcher, at least six of<br />
which is with the current air operator;<br />
(c) demonstrate satisfactory knowledge of the contents and interpretation of the<br />
following publications:<br />
(i) CAR/CASS part VI & VII:<br />
– 602 Operations and Flight Rules;<br />
– 700 General (duty time limits, etc.);<br />
– 604, 704 and/or 705, as applicable;<br />
– 624, 724 and/or 725, as applicable.<br />
(ii) Approved Check Dispatcher Manual;<br />
(iii) Company Flight Dispatch Manual, including SOPs;<br />
(iv) <strong>Canada</strong> Air Pilot (CAP) and equivalent foreign publication, as applicable;<br />
(v) <strong>Canada</strong> Flight Supplement and foreign national AIP, as applicable;<br />
(vi) Aeronautical Information Manual (AIM) <strong>Canada</strong>; and<br />
(vii) Air operator’s COM, Operating Certificate and Operations Specifications, SOPs and<br />
AOM(s), as applicable.<br />
(d) demonstrate a thorough knowledge of the air operator’s Company Operations Manual,<br />
Operations Specifications, SOPs and applicable Aircraft Flight and Operations Manuals;<br />
(e) demonstrate a thorough knowledge of applicable Company SMS policies and<br />
procedures, including:<br />
(i) Company safety policy;<br />
(ii) Voluntary and non-punitive reporting program;<br />
(iii) Incident and accident reporting; and<br />
(iv) Emergency response.<br />
(f) Be proficient on each area of the operational control system that the nominee seeks check<br />
authority (example: domestic, international or the combination of both);<br />
(g) Have successfully completed all recurrent training within the preceding 12 months;<br />
(h) demonstrate a knowledge and ability to conduct, on a suitable candidate, a dispatcher<br />
Competency Check on the sections of the dispatch system for which he has been<br />
nominated. The demonstration will be monitored and assessed by an Inspector.<br />
