(f) radio procedures and any flight planning considerations;<br />
(g) the candidate is required to demonstrate any normal or emergency procedure<br />
applicable to the aircraft. The candidate’s technical performance will be assessed in<br />
accordance with the:<br />
(i) aircraft flight manual, aircraft operating manual or pilot operating handbook;<br />
(ii) CAR & CASS Part VI and VII;<br />
(iii) air operator’s operations manual;<br />
(iv) air operator’s SOPs;<br />
(v) aircraft MEL; and<br />
(vi) runway analysis.<br />
(vii) applicable SMS policies and procedures, including non-punitive safety reporting,<br />
incident and accident reporting and emergency response.<br />
(h) the candidate will be expected to respond to any event and carry out any required<br />
emergency procedure in the manner specified in the appropriate company guidance<br />
document (AOM, SOPs, etc.);<br />
(i) in the event a real emergency occurs, the dispatcher will assume control and respond as<br />
per the air operator’s SOPs.<br />
8.3 DOCUMENTATION TO BE VERIFIED BEFORE A COMPETENCY <strong>CHECK</strong><br />
8.3.1 Prior to commencing a competency check, the ACd will examine and verify the validity<br />
of the following:<br />
(a) Dispatcher’s certificate;<br />
(b) Dispatcher’s radio license;<br />
(c) Dispatcher’s training file; and<br />
(d) Initial or recurrent training, including the familiarization flight, has been completed.<br />
It is imperative that the ACd ascertains all training has been completed and that relevant<br />
documents are valid prior to performing the dCC. To assist in this, the RECOMMEndATIOn<br />
FOR COMPETENCY <strong>CHECK</strong> report must be filled out and signed prior to the check by the<br />
Manager of operational control or the chief dispatcher, as appropriate. The ACd will then co-sign<br />
the form and proceed with the DCC after he is satisfied that the information has been verified.<br />
The form in Appendix H must be used.<br />
8.3.2 Except where company procedures have been established and accepted by <strong>Transport</strong> <strong>Canada</strong>,<br />
a DCC will not be conducted if certification documents are not presented, are invalid, or if the<br />
company has failed to provide all relevant training for the candidate as specified in the air<br />
operator’s approved training program. This would include a re-check following a failure.<br />
