1. <strong>Road</strong> Layout and Design<br />

Introduction<br />

<strong>Forest</strong> <strong>Road</strong> <strong>Engineering</strong> <strong>Guidebook</strong><br />

<strong>Forest</strong> road layout and design is a process that includes route selection, field<br />

investigation, surveying, and analysis to provide a site-specific road location<br />

and design. <strong>Road</strong> design provides construction specifications, road prism<br />

geometry, stream crossing site information, and information necessary for<br />

construction control.<br />

The detail and information required for each phase in this process varies with<br />

the type <strong>of</strong> road required, the complexity <strong>of</strong> terrain, the size and complexity<br />

<strong>of</strong> stream crossings, and other resource values.<br />

This chapter:<br />

• describes the types <strong>of</strong> projects for which the district manager’s approval<br />

<strong>of</strong> road layout and design for construction and modification is mandatory<br />

• provides information on route selection and layout, and describes the<br />

content requirements <strong>of</strong> a reconnaissance report<br />

• provides criteria for survey level selection, and explains the types <strong>of</strong> survey<br />

(field traverse and location survey), and the suitability and application<br />

<strong>of</strong> different survey levels<br />

• provides procedures for field traverses and location surveys<br />

• explains general and geometric road design requirements<br />

• provides example correction factors to convert compacted volume to<br />

bank volume for road design purposes<br />

• discusses slope stability considerations if a proposed road will cross areas<br />

with a moderate or high likelihood <strong>of</strong> landslides<br />

• provides road design specifications and parameters.<br />

District manager approval <strong>of</strong> road layout and design<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>Forest</strong>s has developed a package <strong>of</strong> road layout and design<br />

forms and administrative procedures that incorporate the statutory contents<br />

for road layout and design. This information can be found at an appropriate<br />

<strong>Ministry</strong> <strong>of</strong> <strong>Forest</strong>s website.<br />

The district manager approves road construction and modification for forest<br />

roads under various permits. In general, unless the district manager requires<br />

it, the following types <strong>of</strong> projects are exempted from needing his or her<br />

approval <strong>of</strong> road layout and design:<br />
