The settlement ofany issue at such conferenceshaJ/ be subject to the rules ofprocedure prescribed by theSecretary. Ifthe conference is requested by the employer.an affected employee or his representative shall be affordedan opportunity to participate, at the discretion ofthe AreaDirector. Ifthe conference is requested by an employee orrepresentative ofemployees. the employer shall be affordedandopportunity to participate. at the discretion ofthe AreaDirector. No such conference or requestfor such conferenceshall operate as a stay ofany 15 working day periodfor filing a notice ofintention to contest as prescribed inSection <strong>1903</strong>.18.<strong>1903</strong>.22 RESERVED {Dec. 1,1997J<strong>1903</strong>.23 DEFINITIONS {Dec. 1, 1997}(a) "Act" means the Occupational Safety and Health Act ofPuerto Rico (No. 16 ofAugust 5. 1975), as amended.(b) The definitions and interpretations contained inSection 3 ofthe Actshall be applicable to such terms whenused in this regulation.(c) "Working days" means Mondays through Fn'days butshall not include Saturdays, Sundays, or Official Holidays.In computing 15 working days, the day ofreceipt ofanynotice shall not be included, and the last day ofthe 15working days shall be included.(d) "Compliance Safety and Health Officer" means aperson authorized by the Occupational Safety andHealthOffice ofthe Puerto Rico Department ofLabor and HumanResources to conduct inspections.(e) "Area Director" means the employee or officerregularly ortemporarily in charge ofan Area Office oftheOccupational Safety and Health Office ofthe Puerto RicoDepartment ofLabor and Human Resources or any otherperson or persons authorized to act for such employee or
