The settlement ofany issue at such conferenceshaJ/ be subject to the rules ofprocedure prescribed by theSecretary. Ifthe conference is requested by the employer.an affected employee or his representative shall be affordedan opportunity to participate, at the discretion ofthe AreaDirector.
